UNOPS in Albania
Established in 2020, the UNOPS office in Albania supports the government in implementing the Build Back Better approach in response to COVID-19 and the 2019 earthquake. Projects include improving healthcare, transforming medical services, and rescuing cultural heritage sites.
Project Background and Role of the Incumbent
The project “Support to the Rule of Law through Digital Transformation: Advancing Case Management and Business Intelligence Capabilities in Albania” aims to enhance the efficiency and effectiveness of the judiciary in Albania, aligning it with EU practices. Funded by the EU and starting in 2024, the project is led by an international Project Manager.
The Training, Knowledge, and Change Management Specialist (TKC Specialist) will be part of the project’s core team, supervised by the Project Manager and working alongside a Programme Support Associate and three local ICT specialists.
Functional Responsibilities
Change Management:
- Change Strategy: Develop and implement change management strategies to support project goals.
- Stakeholder Engagement: Align stakeholders with project objectives, manage resistance, and ensure clear communication channels.
- Quality Assurance: Oversee quality assurance control mechanisms and ensure all parties, including the public, are informed about project progress and benefits.
- Diversity and Gender Considerations: Ensure diversity and gender considerations are integrated throughout the project lifecycle.
Training and Learning:
- Training Needs Assessment: Identify training needs across judiciary stakeholders.
- Training Strategy: Develop and implement a training strategy for the new ICT capabilities.
- Training Implementation: Oversee the delivery of training programs.
Knowledge Management:
- Knowledge Capture: Ensure valuable insights and information are systematically captured.
- Knowledge Sharing: Facilitate the sharing and utilization of knowledge within the project team and stakeholders.
Education/Experience/Language Requirements
Education:
- Advanced university degree (Master’s or equivalent) in relevant fields such as Change Management, Business Administration, Public Administration, or related areas is preferred.

Experience:
- Proven track record in change management and learning/training, preferably with public institutions.
- Experience in developing and implementing change management strategies and training programs.
- Familiarity with knowledge management processes.
Language Requirements:
- Proficiency in English is required. Knowledge of Albanian or other regional languages is a plus.
