Background

UNDP -The Türkiye Earthquake Recovery and Reconstruction Project (TERRP) is implemented by the Ministry of Health (MoH) with support from UNDP under Loan Agreement No. 9580-TR between the World Bank and the Government of the Republic of Türkiye. This project, a continuation of HSSSP, aims to increase service delivery efficiency in public hospitals and enhance the MoH’s capacity for evidence-based decision-making.

Field Coordinators will support the Chief Field Coordinator in monitoring and evaluating healthcare service delivery across Türkiye’s 81 provinces.

Duties and Responsibilities

Each Field Coordinator will be assigned to one or a few of the top 10 health regions in Türkiye and will perform various tasks related to monitoring and evaluating healthcare service delivery in their designated region. Specific responsibilities include:

  • Policy Evaluation: Assess and report on the central organization’s policies under health transformation policies, guide improvement efforts, and support evidence-based decision-making.
  • Project Evaluation: Evaluate health services at provincial/district levels, convey feedback to upper management, and support cooperation among health agencies.
  • System Fault Identification: Identify system faults in health services and suggest corrective measures.
  • Best Practices: Prepare case analyses of best practices and support sharing these examples.
  • Human Resources Analysis: Analyze and comment on human resources requirements.
  • Quality Improvement: Monitor, evaluate, and report field practices to improve health data quality.
  • Indicator Development: Contribute to developing quality indicators for health services.
  • Program Monitoring: Monitor field programs/campaigns and report on health infrastructure in earthquake zones.
  • Administrative Coordination: Identify and coordinate administrative issues for integrating health services post-earthquake.

Field Coordinators will also support TERRP’s earthquake response activities, including establishing prefabricated health centers, providing mobile diagnostic services, and restoring MoH’s capacity to deliver vaccines and disability services.

Institutional Arrangement

Field Coordinators will be stationed in the top 10 health regions of Türkiye, reporting to the Chief Field Coordinator or ISG Portfolio Manager on monthly progress. They will collaborate closely with the Ministry of Health, public hospitals, and related health services.

Required Skills and Experience

  • Education: Advanced University Degree from Medical Faculty (minimum 6 years).
  • Experience:
    • Minimum 5 years of relevant health field experience.
    • At least 10 years desired.
    • 1 year in Performance Management, M&E, or policy development is an asset.
    • 1 year in healthcare management is an asset.
    • International organization experience is an asset.
  • Technical Skills: Proficiency in Microsoft Office and Windows-based applications.
  • Languages: Fluency in Turkish.
  • Certifications: Training programs in Quality, M&E, Performance Management, etc., are beneficial. Certification in Monitoring & Evaluation is an asset.
