THE ROLE
Support the delivery of budget and resource analysis and programming activities. Collaborate with and be guided by managers to apply best practice approaches for the efficient, effective, and compliant utilization of funds.
Location: Bissau, Guinea-Bissau
Reports to: Partnerships Officer
KEY ACCOUNTABILITIES
Budget Planning and Management:
- Contribute to policy development and implementation for budget activities.
- Compile, prepare, and revise various budget plans.
- Monitor WFP’s corporate systems for accurate budget documentation.
Pipeline Management:
- Collate commodity pipeline requirements.
- Prepare monthly pipeline reports.
- Support preparations for the monthly cross-functional pipeline working group.
Funds, Performance Management, and Reporting:
- Monitor timely programming and utilization of funds.
- Perform and document fund sub-allotments.
- Support preparations for the CO/RB Resource Management Committee.
Other Responsibilities:
- Support activation/deactivation of Global Commodity Management Facility supply lines.
- Enhance junior staff capacity in budgeting and funds management.
- Participate in training and learning opportunities.
- Draft accurate and timely reports.
- Develop and improve systems and processes for budget and resource monitoring.
- Follow standard emergency preparedness practices.
- Perform other relevant duties as required.
QUALIFICATIONS AND EXPERIENCE
Education:
- Advanced university degree in Business Administration, Statistics, Finance, Economics, or other relevant fields.
- Additional professional training in project management, statistical analysis, and/or operational planning and management is desirable.
Language:
- Fluency (level C) in English and Portuguese.
- French is also desirable.
Experience:
- At least 3 years of post-graduate experience in resource management, project planning and implementation, financial management, auditing, and risk management.
- Experience performing basic analytics and presenting information.
- Experience managing and reporting on operational budgets and performance.
- Experience working with large datasets.
Skills:
- Adequate analytical skills and resourcefulness.
- Good understanding of financial systems and operational planning.
- Ability to meet tight deadlines.
- Teamwork skills with people from diverse backgrounds.

Type of Contract: Fixed Term
Level: National Officer/ NOA
Duration: 12 months/ renewable
Eligibility: Only open to Bissau-Guinean citizens.
Fixed-Term appointments are for one year or more and include a probationary period of one year.
