Job Summary
The Regional Program Quality and Impact Lead is a pivotal role within CARE’s Southern Africa Region, reporting directly to the Regional Director. This role is instrumental in ensuring that programs across the region are effectively managed, delivering sustainable impact in both humanitarian and development contexts. As a key member of the Regional Leadership Team, the postholder will play a critical role in driving change, providing oversight to program quality, and ensuring timely and effective technical support to CARE’s programs in Southern Africa.

The Regional Program Quality and Impact Lead will be responsible for supporting five country operations, with the possibility of an additional country being added in July 2024. The role involves providing occasional coverage for the Regional Director during their absence and collaborating closely with Country Leadership and matrix leads from CARE Programs and Impact teams, ILKA, Award Management Solutions, CARE Humanitarian Affairs, and relevant CMPs and CI Impact area strategy leads.
Key Responsibilities
- Strategy and Planning:
- Development of Regional Roadmap: Lead the development and coordination of the regional Roadmap, ensuring alignment with global strategies and initiatives. This includes setting strategic priorities, objectives, and key performance indicators (KPIs) to guide regional activities and achieve desired outcomes.
- Country Office Strategy Support: Support Country Offices (COs) in developing and refining their strategies and business plans. Ensure that CO strategies are aligned with the global strategy and the Southern Africa Regional Roadmap. Engage with relevant stakeholders across CARE to facilitate strategy development and ensure that CO plans are effectively implemented.
- Stakeholder Engagement: Actively engage with internal and external stakeholders, including donors, partners, and government agencies, to foster collaborative relationships and support the successful implementation of regional and country-specific initiatives.
- Program Quality & Impact Measurement:
- Impact Measurement Systems: Ensure that COs have robust systems in place to measure and report on program impact. Support COs in developing and implementing effective impact measurement systems, including monitoring, evaluation, accountability, and learning (MEAL) mechanisms.
- Program Review and Quality Assurance: Assist COs in reviewing their programs to ensure adherence to CARE’s policies, programming principles, and quality standards. This includes conducting regular program audits, evaluating program performance, and providing recommendations for improvement.
- Feedback and Accountability: Oversee the implementation of feedback and accountability mechanisms to ensure that programs are responsive to the needs of beneficiaries and that lessons learned are integrated into program design and implementation.
- Technical Assistance and Knowledge Sharing & Learning:
- Broker Technical Assistance: Act as the main point of contact for technical assistance within the region. Facilitate the provision of high-quality technical support to COs, ensuring that they receive timely and relevant expertise to enhance program design and implementation.
- Knowledge Management: Promote knowledge sharing and learning across the region by capturing and disseminating best practices, lessons learned, and innovative approaches. Support COs in accessing and utilizing technical resources and tools.
- Capacity Building: Identify and support training needs in line with CO and regional priorities. Design and deliver training workshops, seminars, and other capacity-building initiatives to strengthen the skills and knowledge of CO teams.
- Resource Mobilization:
- Funding Opportunities: Support the development of funding opportunities around regional initiatives. Collaborate with COs and CARE Management Platforms (CMPs) to identify and pursue funding opportunities that align with regional priorities and strategies.
- Resource Mobilization Support: Assist COs in their resource mobilization efforts by tracking funding opportunities, positioning COs for relevant opportunities, and supporting the development of proposals and consortia.
- Innovation and Scaling: Support COs in identifying and scaling innovative interventions using CARE’s impact pathways. Connect CO teams with relevant technical expertise and resources to drive innovation and enhance program impact.

Qualifications
- Experience:
- Leadership Experience: Demonstrated extensive experience at a leadership level, including the management of cross-regional programs and teams. Proven ability to lead strategic initiatives and drive organizational change.
- Strategic and Operational Management: 7-10 years of experience in strategic and operational management, with a focus on innovation, program strategy, design, and implementation. Experience in both humanitarian and development contexts is highly desirable.
- Fundraising and Donor Relations: Demonstrated success in fundraising and donor relations, including the development and management of funding proposals, donor engagement, and resource mobilization.
- Education:
- Advanced Degree: Master’s degree or equivalent experience in a relevant discipline, such as International Development, Public Administration, or a related field. Additional professional development in program management or strategic planning is an asset.
- Skills:
- Communication and Facilitation: Advanced communication, facilitation, and consensus-building skills. Proven ability to design and manage effective training programs, workshops, and meetings with diverse participants.
- Technical Expertise: Strong technical skills in program design, implementation, monitoring, and evaluation. Ability to broker technical assistance and support COs in achieving high-quality program outcomes.
- Report Writing: Excellent report writing skills, with the ability to produce clear, concise, and comprehensive reports on program performance, impact, and strategic initiatives.
- Language:
- Fluency in English: Fluency in written and spoken English is required. Proficiency in additional languages spoken in the Southern Africa region is a plus.
