Job Description
Tajikistan’s Civil Registry System (CRS) is being modernized to improve the quality of civil registry services and integrate the CRS with other public sector IT systems, ensuring confidentiality and integrity of personal information. The Ministry of Justice (MOJ) has initiated steps to replace the current CROIS2 system with a more advanced IT product, and the IT Quality Assurance Specialist will play a pivotal role in this transition.
Duties and Responsibilities
- Quality Assurance: Ensure quality implementation of the new IT solution for all Civil Registry (CR) offices.
- IT Advisory Support: Provide overall IT architecture and interoperability advice with various Government systems.
- Technical Expertise: Offer guidance on integrating different E-Systems.
- Advocacy Participation: Engage in advocacy meetings related to interoperability and maintain relevant contacts with the Agency on innovations and digital technologies.
- Project Documentation Review: Conduct quality assurance and troubleshooting, including reviewing project-related documents and evaluating interim results.
- IT Strategy Review: Provide recommendations for the MoJ IT strategy and E-Governance.
- Training Supervision: Oversee the training component to ensure the MOJ IT department can independently manage the IT solution.
- SOP Development: Develop IT and cybersecurity SOPs to ensure the sustainability of the CR Portal, including data protection.
- Needs Assessment: Assist the Project Manager in regularly assessing the needs and requests of the civil registry system of the Ministry of Justice in Tajikistan.
- Additional Duties: Perform other duties as necessary for the efficient functioning of the Office and the Organization.

You may also be eligible for:
Required Skills and Experience
- Education:
- Master’s degree or equivalent in computer science, software engineering, ICT, mathematics, management, or a related field.
- Bachelor’s degree with an additional 2 years of qualifying experience will be considered.
- Experience:
- 5 years of professional experience with a Master’s degree or 7 years with a Bachelor’s degree in software engineering, ICT advisory, and digitalization.
- Required Skills:
- Proven ICT skills, knowledge of IT coding languages, software and ICT product design, information security, and software testing.
- Desired Skills:
- Experience in IT service provision, working with government and international organizations, hands-on experience with multiple development platforms and databases, and familiarity with the software development lifecycle.
- Languages:
- Fluency in English and Russian (written and spoken).
- Knowledge of Tajik is an advantage.
Institutional Arrangement
The IT Quality Assurance Specialist will report to the Project Manager and coordinate with the project team, focusing on the quality assurance of IT-related products.
