Background Information – IPAS

Based in Copenhagen, the UNOPS Integrated Practice Advice and Support (IPAS) serves regions and headquarters with advice and solutions to implementation challenges. IPAS has three main roles:

  1. Support to Operations: Providing timely advice and solutions to everyday challenges.
  2. Business Efficiency: Recommending policy and process changes based on field feedback.
  3. Body of Knowledge: Contributing to research and coordination within policy groups and project practitioners.

IPAS Finance

IPAS Finance, composed of around twenty colleagues, is organized into three teams:

  • Project Finance Advisory & Support (PFAS)
  • Treasury and Banking (T&B)
  • Corporate Financial Reporting Support (CFRS)

The Accounting Specialist will lead the CFRS team and report to the Finance Senior Manager of IPAS Finance.

Functional Responsibilities

  1. Core Technical Functions
    • Lead all aspects of monthly, quarterly, and year-end closures for GL accounts.
    • Ensure the accuracy and timeliness of financial reporting and transactions.
    • Contribute to IPSAS compliance initiatives.
    • Implement audit recommendations and coordinate audit requirements.
    • Resolve processing anomalies and review quarterly/year-end submissions.
    • Collaborate with Finance Group and Country Offices on risk management.
  2. Project Accounting
    • Provide project accounting advisory services.
    • Ensure corrective actions from quarterly submissions are processed.
    • Review operational transactions for compliance.
    • Approve Requests for Payments and oversee staff separations final payment.
  3. Team Leadership
    • Establish team priorities and supervise work plans.
    • Promote teamwork and collaboration.
    • Plan, recruit, and develop a diverse and skilled workforce.
    • Foster a positive work environment.
  4. Business Efficiency
    • Collect and address feedback on finance-related policies and processes.
    • Work with HQ units to address business-critical issues.
    • Contribute to policy development and improve efficiencies.
    • Ensure effective data analytics for risk and trend identification.
  5. Knowledge Management and Capacity Building
    • Maintain and share knowledge on financial matters.
    • Stay updated on best practices and provide recommendations.
    • Develop knowledge transfer and capacity-building strategies.

Education/Experience/Language Requirements

  • Education: Master’s Degree in Finance, Accounting, or related fields. A Bachelor’s Degree with 2 additional years of experience may be accepted. Professional finance or accounting certification (e.g., ACCA, CIMA, CPA) is a strong advantage.
  • Experience: At least 5 years in financial management or accounting, including 1 year in supervisory roles. Experience with IPSAS/IFRS and finance processes mapping is required. Understanding of UN financial management is highly desirable.
  • Languages: Fluency in English required. Fluency in French or Spanish is an advantage. Working knowledge of other UN languages is desirable.
