Title: HR Specialist, Policy & Legal

Department Mandate
The Department of Management promotes effective governance and provides strategic direction in areas such as change management, human resources, finance, budget, IT, and administration. The HR Policy and Legal Division (HPL) within HRM is responsible for providing legal support and advice on HR operations, ensuring compliance with Staff Regulations and Rules, and managing disciplinary and corrective actions.
Main Tasks and Responsibilities
Under the supervision of the Team Lead, HR Policy and Legal, the HR Specialist will:
- HR Policy Development, Application, and Interpretation
- Develop HR-related policies, instructions, and notes reflecting organizational needs and best practices.
- Review and recommend changes to policies and procedures.
- Ensure correct and consistent application of HR policies.
- Maintain policy registers and databases.
- Prepare responses to inter-agency queries on HR policies.
- Case Management, Advice, and Analysis
- Provide policy advice on Staff Regulations, Rules, and personnel administration.
- Coordinate formal case management, including administrative reviews and appeals.
- Advise on complaints and misconduct issues, preparing procedural documentation.
- Maintain databases on case management and policy records.
- Research and analyze HR policies and practices within the UN system and other organizations.
- Collaboration and Special Projects
- Respond to queries and collaborate on inter-agency HR policy initiatives.
- Participate in and/or lead special HR projects.
- Perform other duties as assigned.
Qualifications
Education:
- Advanced university degree (Master’s) in law, Human Resources, or related field. A first-level degree with two additional years of relevant experience is accepted for internal candidates.
You may also be eligible for:
Experience:
- Minimum of seven years of professional experience in international administrative law, HR management, policy development, and implementation. Experience with staff regulations and rules, administrative law, and tribunal(s) is required.
- Desirable: Experience in the UN system or other international organizations, handling complex legal matters, and disciplinary proceedings.
Languages:
- Essential: Proficiency in English and good working knowledge of French.
- Desirable: Knowledge of additional UN official languages.

- Salary: Annual net salary starting at $77,326 with a post adjustment of 85.1%.
