Montenegro, an upper middle-income country with a high human development index, faces challenges to social cohesion, particularly related to patriarchal values and violence among youth. The Joint UN project “Enhancing citizens’ trust in institutions and building resilient communities,” funded by the UN Peacebuilding Fund, aims to address these issues. This project focuses on both horizontal (peer understanding and connectivity) and vertical (trust in institutions) dimensions of social cohesion.

Duties and Responsibilities
Implementation and Delivery:
- Support the Project Analyst on all administrative, budgetary, technical, and programmatic aspects of the project.
- Perform regular financial and administrative duties, including transaction entries in UNDP Quantum system, budget revisions, and financial report reviews.
- Maintain project assets and inventory, ensuring completeness and accuracy of financial transactions.
- Provide inputs for financial and narrative reports and develop work plans for project components.
- Support design, preparation, and implementation of various local and national events.
- Coordinate Calls for Proposals, Requests for Quotations, and other procurement procedures.
- Assist in recruitment and deployment of experts.
- Coordinate activities with national and local partners to ensure successful project implementation.
- Contribute to communication plans and awareness-raising activities.
Project Documentation and Support:
- Prepare necessary project documents and action plans.
- Monitor project progress through field visits and regular reporting.
- Identify sources of expertise for project implementation.
- Address issues arising during project implementation and suggest adjustments.
- Communicate with the Operations Unit on administrative matters.
- Draft routine correspondence and reports, and organize project events and meetings.
- Liaise with all project stakeholders and partners.
Institutional Arrangement:
- Report to the Project Analyst, Social Cohesion.
- Based in the UNDP Country Office in Podgorica, Montenegro.

Required Skills and Experience
Education:
- Secondary education is required.
- Bachelor’s degree in social or technical sciences is preferred but not required.
Experience:
- Minimum 7 years (with secondary education) or 4 years (with bachelor’s degree) of relevant working experience in project design, coordination, implementation, monitoring, and evaluation.
- At least 2 years of experience in social cohesion, civic participation, and good governance initiatives in Montenegro.
Languages:
- Fluency in English and Montenegrin is required.
Required Skills:
- Proficiency in computers and office software packages (MS Word, Excel).
- Experience with UN/UNDP or other international organizations is desirable.
- Experience in project proposals, coordination, reporting, and monitoring.
- Knowledge of Montenegro’s political, administrative, and institutional context.
- Experience in financial and administrative tasks, including complex accounting software.
