Job Description
Despite the signing of the Political Agreement for Peace and Reconciliation (APPR) between the government and 14 armed groups in February 2019, and international support, pockets of violence remain, particularly since the emergence of the Coalition of Patriots for Change (CPC) in December 2020. However, CAR authorities are steadfastly looking towards the future. Following the implementation of the National Plan for Recovery and Peace Consolidation (RCPCA, 2017-2019 extended to 2023), the government is developing the National Development Plan (PND 2024-2028) to guide medium-term country vision towards humanitarian crisis recovery and development.
The PND aligns with the United Nations Sustainable Development Cooperation Framework (UNSDCF), setting out strategic UN priorities in CAR to accelerate Sustainable Development Goals implementation, and the African Union’s Agenda 2063 for 2023-2027.
The United Nations Secretary-General’s Peacebuilding Fund (PBF) is the organization’s primary instrument to maintain peace in countries at risk or affected by violent conflicts. It can invest in UN entities, governments, regional organizations, multilateral banks, multi-donor trust funds, or civil society organizations to provide integrated responses to fill critical gaps and respond rapidly and flexibly to political opportunities. The PBF has been active in CAR since 2009, investing over $132 million with flexibility.
To enhance intervention impact and catalyze investments in CAR, the United Nations Peacebuilding Support Office (PBSO), as the PBF fund manager, supported the Resident Coordinator in developing a Strategic Results Framework for Peacebuilding (SRF). This framework guides future Fund investments and strengthens cooperation with international financial institutions (IFIs) and donors to maximize peacebuilding impact in CAR.
Reestablished in 2016 after a 3-year hiatus, the PBF Secretariat in CAR links the PBSO’s Financing for Peace branch, the Resident Coordinator, civil society organizations, and UN entities operating in the Central African field. Its mission is to support identifying PBF programmatic opportunities, develop new projects, and ensure portfolio coherence with national and international strategic objectives. Thus, the PBF Secretariat assists the UN Resident Coordinator in guiding PBF investments, coordinating project monitoring, evaluation to ensure quality, and drawing lessons learned to guide future country investments.
Duties and Responsibilities
Under the supervision of the UN System Resident Coordinator in CAR and in close collaboration with PBSO, the PBF Secretariat Coordinator will:
Quality Assurance and Portfolio Monitoring:
- Provide technical expertise to ensure project and program consistency and quality.
- Coordinate activities to ensure project coherence and synergy.
- Ensure diligent project execution monitoring in collaboration with implementing agencies and monitoring & evaluation officers.
- Identify implementation challenges and bottlenecks, propose appropriate solutions.
- Establish with the Monitoring and Evaluation Officer, a progress monitoring system for Fund project outcomes, including data collection and analysis.
- Ensure quality and coordinate preparation of progress reports (quarterly and annually) submitted by recipient agencies and ensure timely submission.
- Coordinate the annual strategic report on the state of peace consolidation in the country.
- Contribute to the preparation of the Secretary-General’s report on peace consolidation.
- Ensure compliance with PBF guidelines in implementation and reporting.
- Conduct field visits and supervise project monitoring and evaluation.
Identification and Analysis of Strategic Priorities for PBF:
- Identify entry points to advance localization agenda in the country.
- Organize Steering Committee meetings in collaboration with national parties to discuss strategic direction and ongoing project portfolio monitoring.
Secretariat Supervision:
- Supervise Secretariat team and enhance their peacebuilding, conflict prevention, and social cohesion expertise.
- Plan Secretariat’s work and activities.
- Interface with RC office and implementing agencies through regular exchanges and reporting to RC, PBSO, and stakeholders involved in implementation.
- Liaise between government, recipient agencies, and civil society for effective project implementation.
- Ensure close coordination with agencies and NGOs involved in peacebuilding project implementation.
- Coordinate NUNO and RUNO responses to GYPI proposal calls.
- Organize field visits to monitor progress and make recommendations for more effective project implementation.
- Support RC office in disseminating PBF project results at national level and to UNCT.
Substantial Contribution to Inter-Agency Coordination in Peacebuilding:
- Support coordination of all Technical and Financial Partners (PTFs) involved in peacebuilding.
- Produce and update technical notes (conflict analysis, briefing) on peacebuilding priorities.
- Support coordination of peacebuilding interventions in synergy with technical and financial partners.
- Support RC in peacebuilding through exchange of pertinent information and analysis based on project monitoring and field surveys.
- Ensure new projects are based on specific conflict analyses.
- Establish and support internal coordination mechanisms for each project involving national counterparts, RUNO, NUNO, and NGOs.
- Coordinate information exchange and dissemination of conflict prevention and peacebuilding tools.
- Establish a knowledge management system and lessons learned based on various project results.
- Maintain an up-to-date mapping of peacebuilding interventions, social cohesion, and conflict prevention (technical and financial partners and civil society).
- Facilitate consultation framework for technical and financial partners on peacebuilding, conflict prevention, and social cohesion.
- Strengthen partners’ capacities in conflict-sensitive programming and support integration (mainstreaming) of conflict-sensitive approach into UNCT programming.
- Strengthen PBF partners’ capacities in gender and youth-sensitive programming and plan for the organization of “Community of Practice” at the local level.

Strategic Alignment and Resource Mobilization Support:
- Ensure alignment of projects with priority plan and ongoing or planned interventions to avoid duplications and promote convergence and complementarity of actions.
- Monitor catalytic aspect of PBF investments in CAR and conduct regular national context analyses to guide UNCT programming.
- Propose strategic orientations and entry points for new project formulation.
- Contribute to formulation of new project proposals potentially funded by PBF.
- Periodically review intervention strategy and its relevance to the context.
- Communicate project progress as peace consolidation catalysts to national authorities and PTFs for resource mobilization and sustainability of achievements.
- Advocate with national party for resource mobilization in favor of priority peace consolidation plan.
- Maintain vigilance for identification of potential funding sources.
- Perform any other task required by RC or agency management.
Close Collaboration with International Monetary and Financial Institutions (IFIs) including World Bank and African Development Bank to enhance synergies with PBF.
- Ensure implementation of Strategic Results Framework for peace consolidation priorities in CAR with participation of key peacebuilding contributors in the country, including World Bank, African Development Bank, European Union, and representatives of certain donor countries.
- Regularly engage with donors to inform them about PBF activities, including organizing meetings, field project visits, and their participation in PBF Portfolio Steering Committees.
- Stay informed of donors’ strategies in the country (financing strategies, main areas of interest, etc.) to inform PBF.

Job Requirements
- Master’s Degree in Conflict Resolution, International Relations, Political Science, Social Sciences, or related field.
- A minimum of 7 years of relevant experience in peacebuilding, conflict resolution, or related fields.
- Experience in managing and coordinating multi-stakeholder projects in the field of peacebuilding, preferably in a conflict-affected context.
- Experience working with the United Nations or other international organizations is highly desirable.
- Excellent communication and negotiation skills, with proficiency in French (oral and written) required.
- Experience working with international financial institutions (IFIs) or donors is an asset.
- Knowledge of gender-sensitive programming and youth inclusion in peacebuilding efforts is desirable.
