Mandate of the Department
The Regional Support Team for Asia and the Pacific (RSTAP) provides leadership and coordinates the expanded UN system response to ending the AIDS epidemic at regional and country levels. Using an equity and equality lens as part of the Sustainable Development Goals (SDGs), the RSTAP promotes effective use of strategic information on epidemic trends and the status of responses, providing technical leadership on people-centered HIV prevention and response in the region, focusing on key populations and locations most at risk.
Main Tasks and Responsibilities
Under the overall guidance of the Regional Director and the direct supervision of the Senior Adviser, Policy, Knowledge, and Partnerships, the Partnerships and Resource Mobilization Officer will:
- Resource Mobilization and Partnership Development
- Facilitate partnerships with governments, multilateral institutions, and key stakeholders, including in the private sector.
- Support RST and UCO staff to strengthen donor and partner relations.
- Contribute to the resource mobilization strategy and identify innovative opportunities for financial support.
- Develop funding applications, mobilize resources, and engage partners in key activities.
- Research, develop, and coordinate partnerships for the Asia and Pacific region and country offices.
- Develop concept papers, proposals, and agreements for submission to external funders.
- Collaborate with external resource mobilization teams for joint resource mobilization.
- Negotiate contracts, funding extensions, and reprogramming with government ministries, agencies, and other partners.
- Support training for staff on developing funding proposals, managing awards, and working with donors and partners.
- Donor Relationship Management
- Manage strategic partnerships at the regional and national levels for resource mobilization and grant applications.
- Support relationships with current and potential donors.
- Serve as the focal point for designated partners, organize regular meetings with donors, and handle enquiries and requests for information.
- Compile annual reports to donors and periodic reports on implementation and programmatic status updates.
- Organize evaluations, data sharing, site visits, stakeholder engagement, and partnership publicity efforts.
- Engage regional staff in partner meetings including PEPFAR ROPs and COPs in Asia Pacific.
- Track and consolidate information from countries in the AP region about their engagement with key partners.
- Knowledge Management and Collaboration
- Develop and maintain databases on donors to track resources, reporting, and application deadlines.
- Share information to ensure donor visibility and compliance with donor conditions.
- Extract and share learning points from reports and other programme outputs.
- Analyze programme results and progress against targets.
- Maintain communication with the UNAIDS Global Centre on partnerships and resource mobilization.
- Align PEPFAR, GF, and DFAT investments with overall programme activities.
Required Qualifications
Education:
- Essential: Advanced university degree (Master’s level or equivalent) in public health, economics, international relations, public affairs, development studies, and/or management. First university degree and seven years’ experience will be considered equivalent.
- Desirable: Degree in politics, political-economy, economics, international relations, public health, or another relevant field.

Experience:
- Essential: Minimum of five years’ experience in partnership development, institutional relationship management, fundraising, donor relations, and/or policy implementation at national, regional, and/or international levels. Experience in data collation and synthesis on complex issues and communication thereof.
- Desirable: Experience in negotiation and consultation with government and civil society counterparts.
Languages:
- Essential: Proficiency in English.
- Desirable: Working knowledge of another UN language.
