Mandate of the Department
The Regional Office for Eastern and Southern Africa provides leadership and coordinates support for the UN system response to end the AIDS epidemic at regional and country levels. The Kenya Country Office (KUCO) supports scaling up HIV services, focusing on key populations and locations most at risk, promoting effective use of strategic information to track the epidemic and its response, and strengthening community capacities and engagement in health, social protection, and human rights mechanisms.
Main Tasks and Responsibilities
Within the matrix management reporting structure of the KUCO, the RST ESA, and the Global Strategic Information Practice, the Officer, Strategic Information will focus on the following key responsibilities:
- National Capacity Building and Coordination
- Identify capacity needs of national counterparts in surveillance, data collection, data analysis, reporting, and using evidence for programming and pandemic preparedness.
- Support capacity development efforts to focus responses on relevant geographical areas and key populations.
- Strengthen surveillance and monitoring systems, including health information systems, ensuring data quality.
- Promote data systems and survey tools beyond HIV for policies and programs.
- Develop community-led monitoring (CLM) systems in collaboration with the Community Support Advisor.
- Strategic Analysis, Programmatic and Policy Advice
- Support data collection, compilation, and analysis related to epidemiology, policies, program coverage, and resources to inform future programs.
- Perform modeling and analysis of the epidemic and program monitoring data to detect and monitor inequalities.
- Generate evidence-based policy briefs on program implementation and policy environment.
- Analyze equitable and sustainable financing options for the response.
- Support the use of strategic information for GF and COP planning and implementation processes.
- Contributions to Global Processes
- Support national monitoring and reporting, contributing data and analyses to regional and global levels through the Global AIDS Monitoring system.
- Assist the UNAIDS Country Director in monitoring United Nations Joint Programming on HIV.
- Support the implementation of the Unified Budget, Results and Accountability Framework (JPMS) and the United Nations Sustainable Development Cooperation Framework (UNINFO).
- Other Assignments
- Undertake additional assignments as directed by the UNAIDS Country Director, including participation in UN-level technical working groups and flagship programs.
Required Qualifications
Education:
- Essential: Advanced university degree (Master’s level or equivalent) in Public Health, Epidemiology, (Bio)statistics, Demographic Studies, or a related field. A first university degree and seven years of relevant work experience will be considered equivalent for internal candidates only.

- Essential: Minimum of five years of experience in the design, development, and operational application of strategic information systems for AIDS programs.
Languages:
- Essential: Advanced level of English and the official language(s) of the duty station.
