Job Description
Within the Integrated Talent Management Unit (ITMU) under the Department of Human Resources (DHR), the Staff Development and Learning (SDL) team oversees the development, implementation, and management of programs aligned with IOM staff members’ learning and professional development needs. Reporting to the Senior Human Resources Officer at Headquarters and administratively supervised by the National HR Officer in Manila, the HR Associate (Learning Solutions) will specialize in supporting the development and design of learning content and solutions for SDL and other IOM offices/departments.
Responsibilities
- Content Production: Produce and edit video files, including audio content within SCORM packages.
- Design and Graphics: Develop illustrations, graphics, and other visual elements to support course content.
- Accessibility: Apply principles of inclusive and accessible learning in all outputs.
- Course Development: Partner with instructional designers to produce high-quality learning content and develop course templates.
- Coordination: Assist in coordinating the review process of learning content with subject matter experts and instructional designers.
- Collaboration: Work closely with SDL team members and training owners from various IOM offices to discuss, resolve concerns, and review work.
- LMS Management: Coordinate with LMS administrators to publish learning content into IOM’s LMS and resolve technical issues.
- Additional Tasks: Perform other duties as assigned.
Qualifications
Education:
- University Degree or equivalent professional certification in Education, Learning & Development, Information and Communications Technology, or related field from an accredited institution with 4 years of relevant experience; OR
- High School Degree/Certificate in the above fields with 6 years of relevant professional experience.
Experience:
- Minimum 4 years of experience in learning development.
- Basic knowledge of Learning Management Systems (LMS) preferred (e.g., Moodle, Cornerstone OnDemand, Oracle Learn Cloud).
- Solid knowledge of course authoring tools like Articulate suite and video creation tools, applying international accessibility standards.
- Advanced knowledge of learning theories and instructional design models.
- Experience in project management, monitoring, and reporting.

- Proficiency in visual design tools (Photoshop, Illustrator, InDesign) and video editing software (Adobe Premiere Pro, After Effects, Vyond).

Languages:
- Fluency in English required. Knowledge of a second official UN language is desirable.
