The Role:

Oxfam is a global movement of people working together to end the injustice of poverty. Oxfam Syria is looking for an interim Human Resources Assistant to join their team. This role is crucial for supporting the HR department in various administrative and operational tasks, ensuring that HR processes are efficient and effective.

Key Responsibilities:

Induction:

  • Monitor and ensure timely completion of induction meetings, update and file induction checklists in personal files.
  • Manage and maintain personal files and HR records, including staff leave, R&R, timesheets, and attendance schedules.
  • Regularly update and share the joiner-leavers list with the security team.

Recruitment and Contract Management:

  • Support recruitment processes by long-listing and short-listing candidates, downloading CVs, preparing written tests, scheduling interviews, contacting candidates, and writing regret letters when needed.
  • Ensure all necessary documents for each recruitment are properly gathered and filed (requisition, job profile, short list, CVs, written tests, regret letters, recruitment summary).
  • Update employment contract templates in line with local labor laws and Oxfam’s policies.
  • Support onboarding processes, ensuring new staff undertake all mandatory courses and have the tools and knowledge to perform their jobs effectively.
  • Responsible for reference checks in coordination with Oxfam HR Accredited Referee and OGB Reference Team.
  • Assist the HR Officer with contracting staff and volunteers.

HR Records and Information Management:

  • Maintain confidential, up-to-date, and accurate HR documentation by filing personal records in line with Oxfam’s standards and data protection regulations.
  • Follow up with staff and HR team on mandatory HR documents, keeping the file audit tracker updated.
  • Update HR trackers and maintain an accurate staff database in GOLD.
  • Produce HR data for monthly and quarterly reports within agreed timelines.
  • Ensure personal files for international, humanitarian support personnel, and national staff are complete and include all mandatory documents.
  • Follow up on timely submission of timesheets for all staff and update the tracker accordingly.

Medical:

  • Ensure employee medical records are up to date and facilitate necessary medical treatment arrangements.
  • Manage relations with medical service providers, monitor medical expenses, and handle medical records confidentially.
  • Update medical records in GOLD and run reports as needed.

Absence Management:

  • Proactively manage staff absence, including annual and sick leave.
  • Provide monthly leave record reports to managers and conduct regular quality control checks to ensure data accuracy.

Performance Management:

  • Collect objectives, performance reviews, and probation period evaluations. Share performance review reports with the HR Manager as required.
  • Promote awareness and understanding of the code of conduct and safeguarding among current and new staff.

General Support:

  • Perform any other duties reasonably required to support team, departmental, or organizational objectives.

Essential Skills and Competencies:

  • Education:
    • Bachelor’s degree in HR, administration, or a related field, or significant relevant experience at this level with international agencies, NGOs, or the private sector.
  • Experience:
    • At least 2 years’ experience in a similar role within the sector.
    • Experience in hiring, separation, recruitment, personnel management, filing, and archiving.
  • Skills:
    • Well-developed interpersonal and team skills with the ability to be flexible in demanding situations.
    • Competency in using relevant technology systems (MS Office suite, HRIS).
    • Fluency in Arabic and English (written and verbal).
    • Commitment to humanitarian principles and action.
