Gender Programme Adviser (Re-advert) (INT10488)

Job Purpose:
The Gender Adviser will work with gender focal points, advisers, Oxfam teams, partners, networks, beneficiaries, and other stakeholders to drive the strategic direction of Oxfam’s gender work. This includes external engagement within Myanmar’s gender networks, gender analysis in project design, and advisory support to project implementation, particularly within the Economic Justice programme.
Key Responsibilities:
- Strategic Planning and Assessments:
- Integrate gender perspectives in strategic planning, needs assessments, and programming across various sectors.
- Conduct or commission regular gender assessments in key operating states/regions.
- Gender Analysis and Strategy Implementation:
- Identify and analyze gender issues at national and local levels for Humanitarian and Economic Justice programs.
- Implement and review gender strategies to align with Oxfam’s country strategy, ensuring continuous advancement in gender programming.
- Technical Support and Capacity Building:
- Provide technical support for humanitarian response programs, including program redesign in Myanmar’s fragile context.
- Collaborate with project managers and the Programme Strategy and Impact team to integrate gender and women in leadership into theories of change, proposal development, design, and monitoring indicators.
- Build capacity through regular gender and leadership training and mentoring for Oxfam and partner staff.
- Coordination and Leadership:
- Coordinate the internal Gender Focal Group to drive gender programming forward.
- Provide technical support and coaching to gender focal points from various programs.
- Update and implement the country Gender Action Plan in collaboration with other gender advisors.
- External Representation and Engagement:
- Represent Oxfam in external gender networks and engagements.
- Bring in and manage additional technical gender expertise as needed, coordinating with program teams and managing terms of reference.

Required Skills and Competencies:
- Education:
- Degree in social sciences, women and gender studies, or related humanities field focusing on gender equality, women’s economic empowerment, or women’s rights.
- Experience:
- Minimum 5 years of progressively responsible experience in gender-related issues, including gender-sensitive planning, analysis, mainstreaming, and promotion of gender equality at national and regional levels.
- Expertise in integrating women’s empowerment within livelihood, market-led, natural resource management, and responsible investment programming.
- Knowledge and experience in protection and gender-based violence issues.
- Experience in broader social inclusion, including gender identity and intersectionality.
- Skills:
- Excellent communication skills for conveying complex information to diverse audiences.
- Strong interpersonal skills to foster commitment to gender equality among staff and partners.
- Training and facilitation experience.
- Understanding of feminist leadership principles preferred.
- Ability to travel extensively, including to remote areas of Myanmar.
