Training Consultant – Firearms X-ray Analysis

The Training Consultant will be responsible for two main areas of service: A. Training programme development: Develop a comprehensive training programme tailored to meet the capacity building needs for utilizing X-ray technology in detecting firearms, their components, and ammunition.

B. Delivery of training courses: Conduct training sessions on the practical use of X-ray technology for detecting firearms, their parts, and ammunition.

Duties and Responsibilities

The United Nations Office on Drugs and Crime (UNODC) launched the Global Firearms Programme (GFP) to support Member States in combating illicit trafficking in firearms. The Programme includes various clusters such as advocacy, legislative development, technical assistance, and capacity building. Since 2020, GFP has focused on enhancing X-ray technology to detect firearms, parts, and ammunition, particularly in response to increased trafficking via parcel deliveries during the COVID-19 pandemic.

A. Training Manuals on Analysis of Firearms X-ray Images

The Consultant will utilize Training Manuals developed by GFP, which include over 1,000 X-ray images depicting firearms, their components, and ammunition in postal and cargo contexts. These manuals cover:

  • Visual identification of firearms in different forms (pistols, revolvers, rifles, shotguns) through X-ray images.
  • Detection challenges posed by firearms with polymer parts and other emerging threats.
  • Identification of ammunition and manufacturing equipment through X-ray scans.

B. Foundation Level Training

Conduct foundational training sessions aimed at customs administrations, postal companies, and courier services. The training enhances capabilities to detect firearms, their components, and ammunition in postal and cargo traffic. Key objectives include:

  • Increasing awareness of global and local threats related to firearms trafficking.
  • Equipping front-line staff with skills for successful detection and prosecution of firearms trafficking cases.
  • Enhancing managers’ awareness of operational challenges and strategic responses.

C. Advanced Level Training

Deliver advanced training courses designed for operators of X-ray scanners. These courses are modular, allowing customization based on organizational needs, local procedures, and national legislation. Training materials include:

  • Detailed modules covering advanced techniques in firearms detection using X-ray technology.
  • Practical exercises, tests, and instructor guides to ensure comprehensive skill development.

D. Computer-Based Training on Firearms X-ray Image Analysis

Implement computer-based training programs for firearms X-ray image analysis. These programs span foundation, advanced, and expert levels, providing continuous learning opportunities over a one-year period. Supervisors receive regular progress updates on trainees.

Qualifications/Special Skills

Education:

  • Advanced university degree (Master’s or equivalent) in security studies, law enforcement, border control, or related fields.

Experience:

  • Minimum seven years of experience in security, customs, or law enforcement services.
  • Minimum five years of experience specifically in the use of X-ray scanner technology and delivering related training.

Languages:

  • Fluency in oral and written English is required.
