This position is in the UNEP Regional Office for Europe, located in Vienna. The incumbent will report to the Head of the Europe Office/Vienna Programme Office, which serves as the Secretariat of the Carpathian Convention.

Responsibilities
- Implementation, Monitoring, and Evaluation:
- Support activities under the Carpathian Convention Programme of Work and Carpathian Biodiversity Framework.
- Conduct basic research and present statistical data and information.
- Secretariat Services:
- Assist in providing secretariat services for the Carpathian Convention.
- Policy Coordination and Evaluation:
- Support policy coordination, including analyzing emerging development issues and trends.
- Perform consulting assignments and develop action plans for managing change.
- Documentation and Content Creation:
- Contribute to drafting background papers, analytical notes, reports, and publications.
- Support meetings, conferences, and events by preparing background documents, handling logistics, and proposing agenda topics.
- Outreach and Training:
- Participate in outreach activities, training workshops, seminars, and make presentations.
- Survey Initiatives:
- Assist with the design, issuance, and analysis of survey tools.
- Field Missions and Budget Coordination:
- Participate in field missions and coordinate activities related to budget funding and reporting.
- Data Analysis:
- Collect and analyze data, identify trends, and provide insights using data visualization methods.
- Other Duties:
- Perform additional duties as required.

- Professionalism:
- Knowledge of the Carpathian Convention Programme and Biodiversity Framework.
- Analytical skills, data collection, and interpretation.
- Planning and Organizing:
- Develop goals, prioritize tasks, and manage time efficiently.
- Client Orientation:
- Establish productive partnerships, address client needs, and monitor developments to anticipate problems.
Education
- Required:
- Advanced university degree (Master’s or equivalent) in international relations, European studies, political science, or a related field.
- A first-level degree with two additional years of qualifying experience may be accepted.
- Desirable:
- Training in data analytics, business analytics, or data science.
Work Experience
- Required:
- Minimum of two years of progressively responsible experience in project/programme management or related area.
- Experience in international affairs and multilateral environmental cooperation.
- Experience organizing intergovernmental conferences.
- Desirable:
- Experience with Multilateral Environmental Agreements, facilitating negotiations, and intergovernmental processes.
- Experience in biodiversity strategies and project management in the Carpathian region.
- One year or more in data analytics or related area.
Languages
- Required:
- Fluency in English.
- Desirable:
- Knowledge of French.
Assessment
- Evaluation may include an assessment exercise and a competency-based interview.
