The project “Enabling an Effective National Adaptation Plan (NAP) Process for Tajikistan” aims to address gaps and barriers in implementing Tajikistan’s National Climate Change Adaptation Strategy (NCCAS). The goal is to establish the necessary institutional arrangements and capacities to develop and execute NAPs. The project focuses on the energy, water resources, transportation, and agriculture sectors, advancing climate change adaptation considerations within these agencies and developing sectoral adaptation plans as part of the national NAP. The project will also address financing and implementation capabilities at the subnational level, establishing conditions for effective NAP implementation. A comprehensive M&E system will be designed to ensure measurable progress across sectors, enabling the government to assess the effectiveness of adaptation activities.

Scope of Work
Under the direct supervision of the Project Manager and the Programme Specialist of Climate Change, Energy and Environment (CCEE) Cluster, the Knowledge Management and Gender Assistant will support the project, focusing on gender and knowledge sharing, and ensuring compliance with monitoring and evaluation requirements.
Key Responsibilities:
Goal 1: Support the Implementation of Monitoring and Reporting
- Results-Based Management: Support the application of results-based management (RBM) tools throughout the project cycle.
- Monitoring Tools: Provide input and track the development of monitoring and evaluation tools and templates.
- Progress Monitoring: Regularly monitor project activities to ensure gender-responsive implementation and assess overall progress.
- Troubleshooting: Suggest corrective measures based on monitoring results.
- Data Collection: Support analytics and data collection at the national level.
- Risk Management: Maintain risk and issues logs and update the project risk register.
- Quality Assurance: Promote gender-inclusive data collection and quality control.
- Annual Workplan: Assist in developing and updating the Annual Project Workplan.
- Documentation: Maintain an online repository of project documentation and knowledge management products.
- Capacity Building: Ensure quality of capacity-building workshops through pre- and post-tests.

Goal 2: Support Project Reporting, Donor Relations, and Partnerships
- Donor Presentations: Support preparation of visual briefing notes and presentations for donors.
- Reporting: Consolidate project reports and ensure timely reporting on risks and challenges.
- Documentation: Standardize and document updated data and support event organization.
- Quality Assurance: Draft UNDP M&E Quality Assurance Reports and assist with various assessments.
- Final Evaluation: Compile data and support the final evaluation process.

- Data Dissemination: Assist in disseminating data and information with partners.

Required Skills and Experience
Education:
- Secondary Education required.
- Bachelor’s Degree in Social Sciences, Communication, Gender, or other relevant disciplines preferred.
Experience:
- Minimum five years (with secondary education) or two years (with Bachelor’s degree) of experience in M&E or knowledge management activities with international or national organizations.
- Training in M&E, reporting, or gender is an advantage.
Desired Skills:
- Knowledge of monitoring tools, ability to draft high-quality reports and presentations.
- Familiarity with gender issues and results-based management practices.
Languages:
- Fluency in English, Russian, and Tajik is required.
Professional Certificates:
- Certification in M&E or gender is an asset.
