How You Can Make a Difference
In this role, you will support the ICT and administrative functions, contributing to the efficiency and effectiveness of UNICEF’s operations in Kharkiv. Your work will directly impact the organization’s ability to serve the most disadvantaged children by ensuring reliable and efficient technological and administrative support.
Key Responsibilities
General ICT / Office Support:
- First-Level Support: Provide initial support for ICT-related issues, including receiving, processing, and logging service requests.
- Incident Management: Manage the lifecycle of ICT incidents assigned to you in the service management tool, ensuring timely resolution and communication with clients.
- Task Management: Create, assign, and follow up on work tasks to ensure they are completed efficiently.
- Data Management: Maintain and update data, files, and online repositories related to ICT operations.
- Equipment Inventory: Maintain an inventory of ICT equipment, which may require lifting, moving, mounting, or storing equipment.
- System Installation and Maintenance: Install, upgrade, configure, and maintain Windows 10/11 systems and equipment.
- Network Support: Assist in routine operations and monitoring of Local Area Networks (wired and wireless).
- Technical Support: Provide technical support for printing and scanning issues.
- User Orientation: Offer on-the-job orientation and guidance to users in the use of UNICEF ICT systems and tools.
Basic ICT Administration:
- System Maintenance: Install, upgrade, and configure systems, tools, and equipment as needed.
- Routine Operations: Assist in the routine operation and monitoring of on-site ICT equipment and the ICT environment.
- User Support: Provide first-level user support and troubleshooting.
- Log Data Analysis: Extract ICT equipment log data to diagnose errors and correct issues.
- Report Generation: Assist in generating computer reports to support ICT operations.
- User Training: Provide on-the-job orientation for users in the use of ICT systems.
Administrative Support:
- Office Services: Ensure timely and effective delivery of administrative support and office services, including premises management, transport services, equipment, conference organization, mail and delivery services, local procurement, and bill payments of utilities.
- Budget Monitoring: Prepare and monitor budgets and financial expenditures, ensuring compliance with UNICEF rules and regulations. Keep the supervisor informed and advised on actions for decision and follow-up.
- Financial Reporting: Assist in developing the annual budget for common premises and prepare quarterly financial reports on common premises expenses.
- Premises Management: Negotiate and supervise matters related to office premises, including common premises, utilities, and services with landlords, vendors, and agencies.
- Space Management: Assist in the organization and control of the distribution of space in the office common premises, corridors, and other indoor and outdoor common areas as necessary.
- Asset Management: Receive, inspect, and verify all incoming equipment and furniture in common use. Tag all furniture/equipment upon receipt and track the movement of these assets, acting as custodian of such assets.
- Inventory Verification: Support the annual physical inventory verification exercise by checking the accuracy of records and the location of property.

- Meeting Arrangements: Arrange for the booking of meeting and conference rooms, maintaining a log for booking, and ensuring the meeting/conference rooms are clean and organized.
- Maintenance Coordination: Arrange for the maintenance of premises, equipment, and minor repairs as necessary.
- Records Management: Prepare and maintain records, documents, and control plans for budget monitoring.
- Office Supplies: Arrange for the purchase and timely distribution of office supplies.
- Inter-Agency Support: Support the Inter-Agency Operations Management Team’s approaches for enhancing UN common services to achieve efficiencies and effectiveness.
Qualifications
Education:
- Completion of Secondary education is required, supplemented with formal training in Computer Science, Information Systems, Telecommunications, or Engineering.
- ITIL Foundation Certificate or equivalent customer support certification is an asset.
Experience:
- A minimum of five years of practical work experience in information technology, requiring systematic methods of troubleshooting and problem-solving.
- A bachelor’s degree from a recognized academic institution in ICT, social sciences, sciences, business management, administration, finance, or any other relevant field can replace three years of related work experience. A master’s degree can replace an additional two years.
- Experience in providing assistance to users on IT products and services and the use of applications and diagnostic tools is required.
- Practical experience in providing technical and business customer support and services is required.
- Practical experience and working knowledge of various computer platforms and applications is required.
- Administrative work experience, including experience in the administration of premises, assets, and renovation works, is an asset.
Language Requirements:
- Fluency in English and Ukrainian is required.
- Knowledge of another official UN language is an asset.

Additional Information
- Medical Clearance: UNICEF appointments are subject to medical clearance.
- Visa Requirements: Issuance of a visa by the host country of the duty station is required, facilitated by UNICEF.
- Inoculation Requirements: Appointments are subject to inoculation requirements, including against SARS-CoV-2 (Covid). If selected, you must be inoculated as required or receive a medical exemption.
- Background Checks: All selected candidates will undergo rigorous reference and background checks, including verification of academic credentials and employment history.
- Government Employees: If considered for employment with UNICEF, government employees must resign from their government roles before taking up an assignment with UNICEF.
- Security Conditions: This position is based in Kharkiv, and the incumbent will be expected to work on-site. However, depending on the security conditions and advisories, you may be required to relocate within Ukraine.
