Overview of the Functions of the Post

UNESCO The COVID-19 pandemic has disrupted Technical and Vocational Education and Training (TVET) systems, affecting skill development and the global economy. Young people, particularly, faced challenges entering the labor market. In response, international solidarity has aimed to maintain access to education and training. This highlighted the importance of evolving Learning Management (LM) systems and integrating Artificial Intelligence (AI) for managing digital and green economies, ensuring education systems’ resilience.

The Global Skills Academy (GSA), established in July 2020 under the Global Education Coalition (GEC), was UNESCO’s response to the impact of COVID-19 on skills development, particularly in least developed countries. The GSA aims to equip one million youth and adults with employability skills in its pilot phase, with plans to scale up to 10 million youth beneficiaries by 2029.

Key Responsibilities

The incumbent will work under the overall authority of the Director of the Division for Policies and Lifelong Learning Systems (ED/PLS) and the direct supervision of the Chief of the Section of Youth, Literacy, and Skills Development (ED/PLS/YLS).

Coordination:

  • Support the coordination of the GSA at YLS Section and implement the newly adopted scale-up approach.
  • Strengthen strategic and operational synergies with partners, UNEVOC Network, UNESCO field offices, and extrabudgetary programmes on TVET.

Monitoring and Evaluation:

  • Collect quantitative and qualitative data during the scale-up approach implementation.
  • Consolidate monitoring and evaluation (M&E) and prepare regular monitoring reports.
  • Liaise with partners and national focal points to support GSA’s global and national targets.

Innovation:

  • Capitalize on lessons learned from the GSA, analyze strengths and challenges.
  • Regularly revise the strategic and operational framework, including key innovations in GSA’s modus operandi.

Mobilization of Partners and Funds:

  • Support resource mobilization for the GSA through strategic cooperation with partners and donors.
  • Develop project proposals and enhance partnerships with stakeholders.
  • Support logistics of the Partners’ meeting of the GSA.

Strategic Collaboration:

  • Represent the GSA in events to promote its initiatives.
  • Ensure GSA’s contribution to national, regional, and global processes linked to skills development for digital and green transitions.
  • Support other activities as assigned by the Chief, ED/PLS/YLS.

Internal Contacts:

  • Coordinate with International Centre for Technical and Vocational Education and Training (UNEVOC), UNESCO Institute for Lifelong Learning (UIL), Field Offices, and International Institute for Educational Planning (IIEP).
  • Collaborate with the Executive Office (ED/EO), Education Communication Team (ED/COM), Sector for Priority Africa and External Relations (PAX), Division for Communications and Public Engagement (CPE), Conference and Cultural Events Management Section (CLD), and the Cabinet.

External Contacts:

  • Work closely with external partners of the GSA, donors, external consultants, service providers, IGOs, NGOs, and members of the Global Education Coalition.

Required Qualifications

Education:

  • Advanced university degree (Master’s or equivalent) in international development, public administration, business administration, social sciences, education, education planning, communication/information management, or related fields.

Work Experience:

  • Minimum of two years of professional experience as a project or programme officer in TVET and digital solutions for employability.

Skills and Competencies:

  • Excellent interpersonal skills for coordinating international partners and networks.
  • Strong analytical skills, result-oriented approach, and familiarity with results frameworks.
  • Ability to work collegially and build positive team spirit and partnerships.
  • Knowledge of the international development agenda, particularly education/SDG4 and the 2030 agenda.
  • Experience in project management and external partnerships in an international environment.
  • Experience in developing M&E systems/processes and performance indicators.
  • Ability to work independently with minimum supervision.
  • Capacity to deliver high-quality results within specified timelines.

Languages:

  • Excellent knowledge of English (spoken and written).

Desirable Qualifications

Skills and Competencies:

  • Excellent drafting skills and experience producing technical reports.
  • Proficiency in IT skills (MS Office), Content Management Systems (CMS), and communication management.
  • Ability to develop innovative strategic planning approaches.
  • Ability to draft complex concepts clearly and concisely for internal and external use.
  • Knowledge of the UN system and experience with UN funds, programmes, and specialized agencies.
  • Experience with UNESCO internal processes and procedures.
  • Creativity and technological awareness.
  • Ability to build partnerships.

Languages:

  • Good knowledge of French is desirable.
  • Knowledge of other official UNESCO languages is an asset.

UNESCO’s salaries include a basic salary and other benefits, such as annual leave, family allowance, medical insurance, and a pension plan.
