Organizational Setting
UNESCO International Institute for Educational Planning (IIEP) plays a unique role within the UN system. Established in 1963, IIEP supports ministries of education globally in planning and managing education systems through capacity development programs, technical cooperation, research, and knowledge sharing. IIEP’s new Medium-Term Strategy (2022-2025) was launched in November 2021. IIEP operates from offices in Paris, Dakar, and Buenos Aires, funded by voluntary contributions from core donors and project funding.
Duties and Responsibilities
Under the overall authority of the Director of IIEP, the Technical Cooperation Team Lead, and direct supervision of the Cluster Lead, Equity and Resilience, the Associate Education Programme Specialist will:
- Support the Design of Technical Cooperation Projects:
- Prepare detailed project/programme proposals.
- Ensure linkage with IIEP’s Medium-Term Strategy (MTS) and other ongoing or planned activities.
- Participate in discussions and negotiations with national and international partners.
- Support Implementation and Management of Technical Cooperation Projects:
- Plan project implementation.
- Prepare and execute technical cooperation missions and activities.
- Facilitate specific training workshops.
- Provide advice to technical staff in Member States.
- Provide technical guidance to project/programme team members, including consultants.
- Liaise and coordinate with national and international partners.
- Support Monitoring and Reporting of IIEP’s Work:
- Monitor crisis-sensitive projects, track results, update databases, and prepare reports.
- Develop monitoring and evaluation reports.
- Participate in Analysis and Knowledge Generation:
- Draft knowledge products in crisis-sensitive planning through literature reviews and data analyses.
- Reflect on lessons learned and draft relevant documents.
- Undertake Training Activities:
- Design new training courses and revise existing ones, particularly IIEP’s distance course on planning for resilience, safety, and social cohesion.
- Develop course materials, detailed programs, activities, and evaluation methods.
- Implement these courses in residential and distance modes.
- Participate in regular residential and distance training programs, including the Advanced Training Programme.

Required Qualifications
Education:
- Advanced university degree (Master’s or equivalent) in educational planning and management, international development, social sciences, or economics, with a strong foundation in qualitative and quantitative data analysis.
Work Experience:
- Minimum of 2 years of relevant professional experience in education technical cooperation projects, particularly crisis-sensitive planning, preferably with 1 year at the international level.
- Experience in supporting national or sub-national entities in designing and formulating plans or policy frameworks or programs.
Skills and Competencies:
- Strong knowledge of education systems in developing and emerging countries and their associated challenges.
- Proven competency in analyzing both qualitative and quantitative education data with strong analytical and synthetic writing skills.
- Excellent statistical and IT skills, including knowledge of software like SPSS, SAS, STATA, R, and spreadsheets (e.g., Excel, ACCESS).
- Excellent interpersonal and communication skills (oral and written).
- Ability to undertake regular missions, especially in challenging environments.
- Ability to work under pressure and meet deadlines.
- Ability to work with and in multicultural teams.
- Adaptability to changing circumstances.

Benefits and Entitlements
UNESCO’s salaries include a basic salary and benefits such as 30 days of annual leave, family allowance, medical insurance, and pension plan. The approximate annual starting salary for this post is $82,164.
