The Programme Associate will be based in Dakar, WCARO, with frequent travel to the field, reporting to the Humanitarian Specialist. The role involves working closely with staff and multiple partners to support the humanitarian programme.

Job Purpose

The Programme Associate supports the Regional Office (RO) in assessing humanitarian situations, identifying needs, and preparing and implementing humanitarian response plans. The role involves coordinating with other humanitarian actors, implementation partners, and government bodies, and representing UNFPA in the Access Working Group and other relevant coordination forums.

Responsibilities

A. Assessment and Planning:

  • Support in assessing emergency situations, working with sub-office staff and programme units to plan humanitarian responses.
  • Facilitate and participate in interagency assessments and humanitarian missions.
  • Participate in planning, implementing, and monitoring CO humanitarian activities, including assessments, evaluations, documentation of good practices, and proposing improvements.

B. Coordination:

  • Liaise with humanitarian partners for effective mapping of needs, identifying gaps, and coordinating response activities.
  • Monitor humanitarian risk factors and support inter-agency contingency planning.
  • Prepare and submit convoy plans, coordinate with OCHA and multi-sectors on logistics and commodities selection.
  • Coordinate with UNFPA programme teams and security staff to ensure timely preparation of convoys and plans.
  • Act as the Access Working Group Focal Point, organizing and participating in work groups, meetings, and consultations.

C. Programmatic and Operational Support:

  • Identify operational factors affecting humanitarian response efforts.
  • Contribute to procurement and distribution planning for humanitarian commodities.
  • Assess and organize logistics for receiving, handling, storing, and distributing relief items.
  • Support in managing emergency activities and monitoring effectiveness.
  • Submit regular situation reports on stocks and equipment.

D. Communication:

  • Contribute to the production of response reports and emergency intervention proposals.
  • Assist in preparing the Communication Plan and related information products.
  • Support in drafting program/project proposals by assessing humanitarian needs and calculating supply requirements.

E. Partnerships:

  • Maintain consultations with governments, UN agencies, and NGOs on humanitarian issues and provide technical support.
  • Assist in developing contingency/emergency preparedness plans for future emergencies.
  • Liaise with implementing partners on logistics and procurement.

F. Advise on Procedures:

  • Track shipments and report on inventories and logistics issues.
  • Upload shipment receipts and handover forms in a timely manner.
  • Submit quarterly inventory certifications and follow up on shipments in transit.

G. Additional Duties:

  • Carry out any other duties as requested by the supervisor.

Qualifications and Experience

Education:

  • Secondary Level Education required. First level university degree desirable.

Knowledge and Experience:

  • Six years of relevant experience in development and/or humanitarian programme/project management and coordination.
  • Field-level experience in humanitarian settings, particularly in RH, GBV, and youth programming.
  • Experience in emergency preparedness and response, conducting needs assessments, and monitoring humanitarian response.
  • Familiarity with UN procedures, particularly UNFPA’s agenda, policies, and procedures.
  • Knowledge of humanitarian logistics, including dignity/hygiene kits and RH kits.
  • Excellent oral and written communication skills in English. Fluency in French is desirable.
