WFP manages the UN Humanitarian Air Service (UNHAS) in Niger, enabling swift and safe travel for humanitarian personnel to remote regions. This ensures timely delivery of aid to vulnerable communities, even in hard-to-reach areas.
Organizational Context
This position is located at WFP’s Headquarters (HQ), Regional Offices (RBs), and Country Offices (COs) and reports to a Head of Unit, Chief, or Procurement Manager. The incumbent is expected to demonstrate responsibility and initiative, with the ability to independently respond to issues with general guidance. They must possess expertise to adapt and improve systems and processes, supervise and mentor support staff, and provide technical advice.
Job Description
Key Responsibilities (non-exhaustive):
- Provide operational coordination and administrative services to support procurement projects and activities, following standard processes.
- Identify and recommend potential suppliers, compile data and documents for supplier selection, ensuring adherence to standard processes.
- Review, register, and prioritize procurement requests, supporting the procurement of appropriate goods and services at the lowest cost.
- Contribute to negotiations with new suppliers on order conditions, obtaining the best terms and lowest costs for WFP.
- Prepare purchase orders, contracts, and supporting documentation for approval, and approve purchases within delegated authority.
- Resolve issues related to delivered goods, liaising with all parties to ensure timely and accurate resolution.
- Research, collect, and analyze data to produce reports that support decision-making and consistency in information presented to stakeholders.
- Manage and update databases and records to ensure information accuracy and accessibility.
- Maintain relationships with internal counterparts, supporting alignment of procurement activities with broader programs.
- Supervise support staff, providing practical guidance to ensure individual and team objectives are met.
- Follow standard emergency preparedness practices to enable quick response and resource deployment in crises.

Minimum Standard Qualifications
Education:
- High school diploma. A post-secondary certificate in Administration, Management, Logistics, or a related field is an asset.
Experience:
- At least 6 years of professional experience in purchasing and supply chain management.
Language:
- Fluency in oral and written communication in the UN language used at the duty station and the local language.
Qualifications Required for Entry
- Demonstrated knowledge of locally purchased products/goods/services.
- Experience in sourcing and coordinating with retailers, wholesalers, and traders.
- In-depth knowledge of procurement processes and their linkages to other operations (e.g., Logistics).
Terms and Conditions of Employment
- Remuneration: The gross salary for this grade ranges from 15,110,000 FCFA to 19,463,000 FCFA per year, with allowances for spouse and dependent children under certain conditions.
