CCM Oversight Associate Position
Background
The CCM Oversight Associate position with UNDP Vietnam is crucial for supporting the Country Coordination Mechanism (CCM) established under the Global Fund to Fight AIDS, Tuberculosis, and Malaria (GFATM). This role involves overseeing the implementation of Global Fund grants aimed at addressing these diseases in Vietnam. The CCM plays a pivotal role in coordinating efforts among stakeholders to ensure effective governance and oversight of grant funds.

Key Responsibilities
Operational Area 1: Support Oversight Planning and Implementation
- Update and coordinate the CCM oversight plan in collaboration with the CCM Coordinator and Oversight Committee.
- Implement activities outlined in the oversight work plan, including data collection, analysis, and reporting to the CCM General Assembly and the Global Fund.
- Develop templates and procedures for information sharing and reporting with Principal Recipients (PRs).
- Conduct oversight of actions to enhance sustainability and manage risks in grant implementation.
Operational Area 2: Provide Technical and Administrative Support
- Assist the Oversight Committee in planning and conducting oversight activities throughout the grant life cycle.
- Support preparation and facilitation of quarterly Oversight Committee meetings, ensuring thorough preparation and documentation.
- Coordinate with PRs for data collection and reporting, ensuring compliance with oversight requirements.
- Develop procedures and templates for site visits and other oversight activities.
Operational Area 3: Facilitate Data-Driven Discussions and Decisions
- Synthesize and analyze data from various sources to support evidence-based discussions within the CCM.
- Analyze data to identify implementation challenges and risks, presenting findings to the Oversight Committee.
- Ensure ongoing dialogue with the Global Fund and PRs on grant performance and risk management.
- Support in the development of risk assurance plans and monitoring processes.
Operational Area 4: Support to the CCM Secretariat
- Undertake additional tasks as assigned by the line manager and CCM leadership to support the Secretariat’s functions.
- Contribute to the efficient functioning of the CCM and promote effective governance mechanisms.

Required Skills and Experience
- Education: Secondary education required; university degree in Public Health, Finance, Business Administration, or related field preferred.
- Experience: Minimum 7 years (with high school diploma) or 4 years (with bachelor’s degree) of relevant experience in monitoring health projects/programs.
- Experience with health system structures, project management, and understanding of Global Fund processes.
- Proficiency in MS Office (Word, Excel) and advanced knowledge of spreadsheet and database packages.
- Strong analytical skills and ability to manage multiple tasks effectively.
- Experience in public health, disease program management, and familiarity with HIV/AIDS, tuberculosis, and malaria prevention/control is advantageous.
- Experience in international settings or with multinational organizations is desirable.
