Result of Service
The Budget Assistant will be responsible for the following services:
- Procurement Supervision: Overseeing the process of purchasing goods and services.
- Invoicing: Managing and processing bills and payments.
- Revenue Management: Handling the income from various services.
- Operational Travel Program: Coordinating travel arrangements for operations.
- Contract Monitoring: Evaluating and monitoring contracts with suppliers.
- Supplier and Contractor Payments: Ensuring timely payments for services rendered by suppliers and contractors.

Duties and Responsibilitie
The Budget Assistant will report directly to the Head of the Engineering Budget Unit in Bangui. Key responsibilities include:
Budget and Finance Tasks:
- Budget Preparation and Monitoring:
- Assist in identifying key budget components for proper preparation and tracking.
- Develop cost estimates and budget proposals for the Facilities and Engineering Management Section, covering non-personnel needs and project aspects.
- Review and finalize budget proposals, ensuring alignment with result-based budgeting principles.
- Resource Requirement Support:
- Aid in developing resource needs for budget submissions.
- Monitor extrabudgetary resources, review agreements and cost plans, ensuring compliance with UN regulations and policies.
- Budget Implementation:
- Track budget execution, propose fund redeployment if necessary.
- Ensure efficient use of resources by closely monitoring budget usage against approved allocations.
- Provide timely information to section management for decision-making.
- Reporting:
- Generate monthly expenditure reports for the section management.
- Assist in preparing and finalizing budget performance reports, ensuring accurate data submission.
- Review budget execution reports, justify variances between approved budgets and actual expenditures.
- Documentation and Training:
- Maintain updated records in the section’s SharePoint directory.
- Draft memos and respond to inquiries related to administrative, budgetary, and financial issues.
- Participate in training programs to enhance the skills of staff, contractors, and workforce.

Qualifications, Skills, and Experience
Education:
- Bachelor’s degree (or equivalent) in finance, accounting, or a related field is required.
Experience:
- Minimum of two (2) years of experience with a bachelor’s degree, or at least four (4) years of experience with a secondary education diploma in finance, accounting, or a related field.
- Knowledge of financial policies and ability to apply UN rules and regulations in work contexts.
- Strong conceptual, analytical, and evaluative skills for independent research and analysis.
- Ability to identify issues, formulate opinions, draw conclusions, and make recommendations.

Languages:
- Proficiency in spoken and written French is required.
