About the Role
Oxfam Novib’s Global Humanitarian team (GHT) is looking for a Finance Manager / Specialist for the “Humanitarian System Transformation through Local Humanitarian Leadership” (HST) Program. This €16.8 million program, financed by the Dutch Ministry of Foreign Affairs, Department for Stability and Humanitarian Aid, runs from 2024 to 2027 under the Strengthening the Humanitarian System Grant Policy Framework.
The main objective of the Finance Manager/Specialist is to ensure sound financial management throughout the duration of the HST Program. This includes overseeing all financial aspects such as budgeting, monitoring, reporting, auditing, and forecasting processes. The Finance Manager/Specialist is responsible for maintaining financial controls, ensuring compliance with donor regulations, and providing guidance and capacity-building support to Oxfam country offices and indirectly to partners. Ultimately, the goal is to support the successful implementation of the program by ensuring effective financial management and adherence to budgetary and donor requirements.
This position will be managed by the HST program’s senior program manager, part of the GHT. Final management lines will be confirmed upon appointment of the role.
Key Responsibilities
Financial Management and Oversight
- Budgeting and Financial Planning: Develop, implement, and monitor project budgets to ensure adherence to project plans and donor requirements. Coordinate budget adjustments as needed and ensure timely transfers to the six country offices and other global partners.
- Financial Controls: Establish and maintain robust financial controls to prevent losses and ensure efficient budget utilization. Provide guidance on short-term and long-term financial planning decisions to ensure sustainability and compliance.
- Monitoring and Reporting: Prepare and share Budget versus Actuals with the project team, informing them of any variances. Prepare comprehensive financial reports for donors, ensuring compliance with donor requirements and coordinating timely submission with the project team.
Risk Management and Compliance
- Risk Assessment: Identify financial risks and opportunities, developing strategies to mitigate risks. Coordinate with relevant units to address financial challenges and improve financial management processes.
- Compliance: Ensure compliance with donor regulations and contractual requirements related to financial management. Develop a deep understanding of donor requirements and provide guidance to colleagues and partners involved in the project.
- Audit Coordination: Coordinate with external auditors and relevant units within Oxfam to facilitate the annual audit process. Ensure that all financial records are accurate and up-to-date to meet audit standards.

Capacity Building and Support
- Training and Capacity Building: Provide training and capacity-building support to Oxfam country offices and (indirectly) partners on financial management best practices and compliance with Oxfam Novib and donor requirements.
- Guidance and Mentorship: Offer expert advice to country teams and partners, fostering a culture of continuous improvement and high standards in financial management.
Collaboration and Communication
- Stakeholder Engagement: Collaborate with Oxfam country office financial officers, project managers, and other stakeholders to ensure coordinated financial management across the program. Foster strong relationships to facilitate smooth financial operations and shared understanding.
- Representation: Represent Oxfam Novib in financial matters related to the HST Program, both internally and externally. Ensure that financial practices and results are communicated effectively to all stakeholders.
Who We Are Looking For
You should possess the following qualifications and attributes to be considered for this role:
Educational Background
- Academic Qualification: A University degree (masters or equivalent) in financial management, business administration, accounting, or a related field.
Professional Experience
- Experience: At least 10 years of experience in financial management or financial controlling positions, preferably in project-based international humanitarian/development organizations and/or global networks.
- Project Management: Experience managing programs/projects of a similar budget size, with a track record of successful financial oversight.
Skills and Competencies
- Financial Acumen: Strong financial analysis and planning skills, with the ability to interpret financial data and make informed decisions.
- Organizational Skills: Demonstrated ability to work under pressure, prioritize tasks, meet deadlines, and hold self and others to account.
- Communication: Excellent communication and interpersonal skills, with the ability to work effectively in a team-oriented environment. Good training and capacity enhancement skills.
- Local Humanitarian Leadership: Sound knowledge of the Local Humanitarian Leadership agenda and the opportunities and challenges of working with a wide array of local and national partner organizations.
- IT Proficiency: Experience and knowledge of relevant financial IT systems and software.

- Independence: Ability to work independently, be proactive, and a problem-solver.
- Team Player: Excellent communication and social skills, and the ability to work effectively in a team-oriented environment.
- Flexibility: Willingness and ability to travel to different countries, sometimes at short notice.
- Language Skills: Excellent command of written and spoken English.

Benefits and Location
- Duty Station: At a Novib Country Office that suits best (Cambodia, Laos, Tunis, Niger, Nigeria, Somalia, Uganda, and Vietnam); subject to visa and work permit.
- Type of Appointment: Fixed-term national contract.
- Contract Duration: One year with the possibility of renewal.
- Work Schedule: Full-time or part-time, depending on the working hours of the country.
- Salary & Scale: According to the national salary scale (B2).
- Start Date: As soon as possible.
