Job Description
As a Donor Engagement Manager (DEM) for the EU and ECHO Accounts, you will be part of the Donor Engagement workstream within the Partnerships & Program Development (P&P) Unit of the Programs Department. This position reports to the Manager of the P&P Unit and is matrix-managed by the Coordinator of the Donor Engagement workstream. The P&P Unit supports Oxfam Novib in maintaining and enhancing its impact and achieving ambitious institutional income targets through effective donor engagement and relationship building.

Key Responsibilities:
- Identify Funding Opportunities: Proactively identify funding opportunities with EU/ECHO, sharing expert knowledge of the donors’ funding modalities, opportunities, policies, strategies, and planning cycles with teams in The Hague and countries of operation.
- Network and Partnership Building: Build and maintain a network of contacts and partnership relations with donors and related partners, including other Oxfam affiliates. Identify and influence cooperative opportunities, share Oxfam’s project and advocacy portfolio, and keep teams updated with trends and information from your partnership engagement.
- Income Growth: Lead, advise, and support Oxfam Novib and the Oxfam Confederation in meeting and exceeding institutional donor funding targets. Contribute donor intelligence to funding strategies and lead on Oxfam Novib’s institutional funding strategy and donor account plan.
- Institutional Funding Initiatives: Occasionally lead and coordinate institutional funding initiatives within Oxfam Novib, the wider Oxfam Confederation, and with other NGOs as applicable. Provide support on other donor accounts when required.
- Quality and Compliance: Provide expert advice on adherence to donor expectations and requirements in funding applications and project management. Collaborate with the compliance unit to offer quality and risk assessment advice for donor submissions, reporting to senior management.
Requirements:
- Education and Experience: At least an HBO (Bachelor) degree relevant to the function; a minimum of five years of experience in a similar position within an international organization.
- Fundraising Knowledge: Extensive knowledge of institutional fundraising for NGOs, the EC landscape, programming, and funding trends. Proven experience in EU fundraising and contract management.
- Project Management: Good knowledge of project and program management, preferably gained through project locations or regular missions. Experience in Project Cycle Management, including monitoring, technical, and financial reporting.
- Skills: Strong networking, representational, and negotiation skills. Proactive with proven ability to build relationships with diverse stakeholders. Excellent communication skills in English (both written and spoken); a reasonable command of French is a strong asset.
- Travel and Residency: Willingness to occasionally travel abroad. Valid permit to reside and work in the Netherlands.
Working at Oxfam Novib
Oxfam Novib offers a motivating work environment at our offices in The Hague. We offer a one-year contract (including a 1-month trial period), with the possibility of extension. The salary range for this position is between €3,469 and €5,339 gross per month based on 36 hours a week. We work hybrid (50% in the office, 50% at home).
