Shelter Project Manager, Nigeria – Yola
Position Overview:
The Shelter Project Manager (SPM) directly implements Shelter Core Competency (CC) projects. This role involves providing technical support and conducting monitoring visits to ensure interventions adhere to international best practices and meet the needs of project participants. The SPM represents NRC at coordination forums as delegated by the Area Programme Manager and is a key member of the Area Management Team.
Contract Duration: 12 months
Travel Requirement: 60% within targeted project locations
Key Responsibilities:
Program Development:
- Contribute to situation analysis and identify needs.
- Lead design and conduct quality technical and needs assessments.
- Collaborate with the Shelter Specialist and M&E Focal Point for timely quality reports.
- Develop concept notes and proposals.
- Document lessons learned, best practices, and case studies.
- Engage with potential donors at the field level.
Project Management:
- Prepare and deliver detailed project implementation, procurement, and budget spending plans.
- Ensure availability of quality partnership assessments and plans.
- Provide guidance and technical support to staff.
- Manage assigned human resources, including recruitment and performance management.
- Conduct frequent field visits to ensure quality implementation.
- Conduct monthly project progress reviews.
- Manage project budgets and ensure compliance with donors and NRC regulations.
- Work closely with the M&E team to support continuous monitoring of project implementation.
Capacity Building:
- Identify learning and training opportunities for project staff and partners.
- Provide necessary technical training and develop technical guidelines and materials.
Representation, Coordination, and Advocacy:
- Develop and maintain collaborative partnerships with NGOs, CBOs, and government partners.
- Ensure effective participation of stakeholders in project implementation.
- Develop advocacy messages within projects.
- Assist in advocacy activities targeting decision-makers at all levels.

Qualifications and Experience:
Education:
- Bachelor’s degree in civil or architectural engineering.
Experience:
- Minimum of three years in leading, managing, and implementing emergency response programs in shelter programming in humanitarian/recovery contexts.
- Experience in budgeting, proposal writing, and budget monitoring.
- Experience in managing construction projects and procurement of non-food, shelter, and hygiene items.
- Experience working with diverse groups, including local partners, authorities, humanitarian community, and private sector.
- Experience with major humanitarian donors (e.g., BHA, ECHO) and collaboration with UN agencies (e.g., UNICEF, UNHCR, IOM).
- Experience in emergency preparedness and response in Northeast Nigeria.
Skills:
- Strong interpersonal, communication, public speaking, and strategic planning skills.
- Proficiency in MS Excel.
- Ability to manage multiple priorities and deadlines.
- Fluency in English (written and verbal).
Additional Requirements:
- Willingness to travel and work in hard-to-reach areas under strenuous conditions.
- Good cultural awareness and sensitivity.
- Experience with start-up or expansion of new programs.
