Purpose of the Position:
As a core part of the Country Office Finance team, NRC seeks to hire an experienced finance professional as a Finance Coordinator to lead on accounting, financial management, and donor budgeting for new proposals and realignments, and to manage all donor financial reporting.
Duties and Responsibilities:
Generic Responsibilities:
- Implement NRC’s financial systems, routines, and procedures in Country and Area Offices.
- Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements.
- Prepare and submit reports and analysis.
- Ensure proper filing of all support documents.
- Support line managers in procedures and provide necessary team training.
- Support project staff in financial matters.
- Maintain budget control and monitor cash flow for the Country Office and Area offices.
- Ensure that the accounting, monitoring, and reporting are according to procedures.

Specific Responsibilities:
- Accounting & Treasury:
- Responsible for overall cash and banking management and bookkeeping for the entire response.
- Lead on the monthly financial closing and consolidating accounting books at the Country Office level.
- Provide finance verification of purchases and payment requests up to his/her authorization limit.
- Ensure effective cash flows, prepare expenditure forecasts, and submit monthly cash requests to the Regional/Head Office.
- Liaise with money transfer agents to facilitate smooth cash payments in the field.
- Assist the Finance Manager with external and project audits.
- Prepare and submit necessary regulatory reports to the respective line departments.
- Financial Systems & Compliance:
- Ensure NRC Finance Systems and procedures are always updated and all necessary monthly routines are followed.
- Support the Finance Manager in preparing spending plans and gap analysis.
- Undertake spot checks across the Area Offices to ensure NRC financial procedures are followed and prepare action plans based on findings.
- Budgeting and Reporting:
- Support the development of the master budget and donor budgets for new proposals for the Country Office.
- Coordinate budget development processes in the Area Offices to ensure sufficient cost coverage as per NRC’s and donors’ guidelines.
- Consolidate all elements of the proposal budget and prepare the final product in the donor format for review and submission.
- Ensure all NRC’s budgeting and budget management tools are properly used, and Agresso is regularly updated in line with NRC processes.
- Support Area Office Budget Holders and Finance teams to identify potential needs for budget realignments or No Cost Extensions (NCEs) and support the realignment process.
- Prepare all donor financial reports in line with donor requirements (template and deadline).
- Consolidate any financial reports of multi-country grants as needed.
- Respond to donor queries/feedback on submitted financial reports.

- Budget Monitoring and Follow-Up:
- Support the SRO Finance Manager in reviewing and analyzing the monthly Budget vs Actual reports and highlight key points to Budget Holders in the Country and Area Offices.
- Support the SRO Finance Manager in identifying budget coding required for Country Office costs and recruitment.
- Capacity Building & Training:
- Develop, support, and implement capacity-building plans for staff in the Country and Area Offices to build their knowledge of donor budgeting and reporting.
- Conduct other ad-hoc training and capacity-building sessions depending on any identified gaps in the Country or Area Offices.
- Surge Capacity and Capacity Building:
- Act as Finance Manager when appointed.
- Provide Surge Support to Area Offices when required.
- Any other tasks assigned as and
when necessary.
Qualifications:
Generic Professional Competencies:
- Minimum three years of experience working in a similar financial position in a humanitarian or recovery context.
- Experience working in complex and volatile contexts.
- Documented results related to the position’s responsibilities.
- Knowledge about own leadership skills/profile.
- Fluency in Arabic and English, both written and verbal.
Context/Specific Skills, Knowledge, and Experience:
- Bachelor’s degree in economics, accounting, or business administration.
- Solid knowledge of computer software and modern accounting systems.
- Knowledge of the Syrian context (essential) and remote working experience (desirable).
- Experience with financial systems and tools like working in an ERP tool.
- Experience working with multiple humanitarian donors and their budgeting and reporting requirements (multi-donor and multi-program environment).
