Program / Department Summary

In response to the ongoing conflict in Ukraine, Mercy Corps has been actively engaged in providing humanitarian assistance to those affected. Our efforts have reached over 750,000 individuals in Ukraine and neighboring countries, offering a range of support including cash assistance, food aid, psychosocial support, and business grants. Through partnerships with local civil society organizations, we prioritize not just immediate relief but also capacity building and localization. Our humanitarian portfolio addresses the needs of conflict-affected populations in Eastern and Southern Ukraine, focusing on multi-purpose cash assistance, in-kind aid, and protection and psychosocial support.

General Position Summary

Mercy Corps is seeking a Program Development & Grants Manager to support our humanitarian activities by facilitating effective communication of our programs to donors. This role involves compiling information from various departments into clear and concise narratives for donor reports, ensuring compliance with donor requirements, and supporting proposal development. The Manager will work closely with program, finance, and operations teams to maintain internal reporting systems and contribute to new proposal development.

Essential Job Responsibilities

Reporting & Grants Management:

  • Prepare timely program and donor reports in compliance with internal and donor requirements.
  • Coordinate with program managers to ensure accurate and timely input for internal and external reports.
  • Maintain filing structures and documentation according to internal standards.
  • Support program kick-off and close-out meetings, documenting lessons learned and action points.

Proposal Development:

  • Lead the development of concept notes and funding proposals, coordinating input from all relevant departments.
  • Ensure proposals are developed in alignment with program strategies, budgetary constraints, and donor requirements.
  • Coordinate internal and external reviews of proposals prior to submission.

Finance & Compliance Management:

  • Act as focal point for compliance with internal program management standards.
  • Support financial tracking and reporting, ensuring alignment with donor requirements.
  • Assist with initial budget development and ensure consistency with program planning.

Other Tasks:

  • Produce information and communication products for internal and external audiences as required.
  • Serve as a point of contact for queries and information requests from Mercy Corps and donors.
  • Represent Mercy Corps to donors and other key stakeholders.

Supervisory Responsibility

None

Accountability

Reports Directly To: Director of Programs
Works Directly With: Program Teams, Program Performance and Quality (PaQ), Finance, Operations, Security, and relevant regional and HQ counterparts.

Knowledge and Experience

  • Bachelor’s degree or equivalent in related field; MA/S preferred.
  • 3-5 years of experience in humanitarian or developmental work, including program reporting and proposal development.
  • Strong understanding of donor compliance requirements, especially with institutional donors.
  • Excellent English writing and communication skills; proficiency in Russian or Ukrainian is desirable.
  • Ability to manage competing priorities and work efficiently under deadline pressure.
  • Willingness to travel frequently to field locations, including insecure environments.

Success Factors

The successful candidate will demonstrate exceptional organizational and writing skills, along with the ability to coordinate input from multiple departments. They will maintain a clear and organized filing system, ensuring compliance with internal and donor requirements. They will actively contribute to proposal development processes, leveraging their understanding of donor compliance to ensure successful submissions. The ideal candidate will be flexible, creative, and able to provide constructive input to large relief programs.

Living Conditions / Environmental Conditions

This position is based in Kyiv, Ukraine, with travel to field offices and program sites required. Accommodation is provided in shared housing of high standard, with access to medical services.
