Context:
IOM, with over 20,000 staff in more than 580 locations worldwide, is the leading organization in the field of migration. Under the supervision of the Director, Office of Partnerships, Communication, and Advocacy, the Director of the Global Office in Brussels manages IOM’s representation to the EU, its institutions, and member states. This role involves direct management of the EU Global Office’s liaison, fundraising, and positioning activities.
Core Functions / Responsibilities:
Strategy and Vision:
- Lead the implementation of IOM’s Strategic Plan with the EU.
- Strengthen and manage relationships with the EU, its institutions, and member states.
Representation:
- Represent IOM to the EU, providing strategic advice and guidance.
- Support IOM Country Offices worldwide in their EU-related activities.
- Develop strategic partnerships within the EU system.
Advocacy and Fundraising:
- Share information about engagement and fundraising opportunities with the EU.
- Ensure high-quality representation of IOM to the EU.
- Guide thematic specialists and manage established relationships.
Capacity Building:
- Develop capacity building opportunities for IOM staff to advocate effectively with the EU.
- Create outreach programs for EU officials on IOM’s mandate and capabilities.

Oversight:
- Direct operational, human resources, administrative, budgetary, and financial activities of the EU Global Office.
- Ensure compliance with EU-funded project obligations.
- Provide strategic advice to maintain high standards in project implementation.
Knowledge Management:
- Establish a knowledge management system for relationship management.
- Conduct regular lessons learnt and best practice exercises.
- Keep staff informed about emerging trends and opportunities in migration and EU relations.
Representation and Strategic Partnerships:
- Represent IOM to NATO and EUROPOL.
- Coordinate strategic partnerships with UN entities impacting EU relationships.
Required Qualifications and Experience:
Education:
- Master’s degree in Political or Social Science, International Relations, Business Administration, or a related field from an accredited academic institution with fifteen years of relevant professional experience.
Experience:
- Extensive experience with EU institutions.
- Experience in diplomacy, fundraising, public relations, and liaising with governmental and international institutions.
- Experience in leading strategic implementation processes.
- Demonstrated experience in managing high-performing diverse teams.
Skills:
- Knowledge of the EU and its institutions.
- Excellent communication, liaison, and negotiation skills.
- In-depth knowledge of migration-related subjects.
- Knowledge of Monitoring and Evaluation procedures and frameworks.
- Effective resource management skills and financial and business administration knowledge.
- High computer literacy.
Languages:
- Fluency in English and French (oral and written) is required.
- Working knowledge of another official UN language is an advantage.
