Program Summary
Mercy Corps Europe, operational in Sudan since 2004, leads humanitarian and development efforts in conflict-affected regions of Sudan. Our current programming areas include food security, livelihoods, WASH, health, nutrition, peacebuilding, protection, and resilience. We prioritize supporting host communities, IDPs, returnees, and refugees in South Darfur, South Kordofan, North Kordofan, Gedaref, and Khartoum States.
General Position Summary
As the Area Manager for Western Sudan, you will provide strategic leadership, direct management, and oversight for Mercy Corps’ multi-sector response and development efforts in Central and South Darfur, and North and South Kordofan. Reporting to the Director of Programs, you will supervise an international and national team of operational staff, ensuring effective project cycle management, budget management, and operational functions.
Essential Job Responsibilities
Strategy & Vision:
- Lead the delivery of humanitarian and development programs, aligning with the country strategy and emerging needs.
- Participate in coordination meetings with UN agencies, NGO colleagues, and local authorities to shape program strategies and activities.
Technical Support / Project Management:
- Provide hands-on support to program activities, ensuring compliance with local laws and international standards.
- Monitor program implementation, support research initiatives, and ensure evidence-based improvement plans.
- Contribute to program strategy development and maintain coordination with other Mercy Corps teams.

- Recruit and train program staff, providing ongoing support and guidance for performance improvement.

- Ensure compliance with security procedures and policies, maintaining a secure environment for team members.

Accountability to Program Participants:
- Support efforts toward accountability to beneficiaries and international standards, engaging communities as equal partners in project design and evaluation.
Reporting:
- Regularly report to the Director of Programs on program performance and achievements.
Supervisory Responsibility
- Direct supervision of Team Leaders and operational staff in Central and South Darfur, and North and South Kordofan field offices.
Accountability
Reports Directly To: Director of Programs
Works Directly With: Country Director, State Team Leads, Technical Leads, Program Performance and Quality (PAQ) and Monitoring, Evaluation, and Learning (MEL), Operations, Finance, and HR departments.
Knowledge and Experience
- Bachelor’s or Master’s Degree in a relevant field.
- Minimum 5 years of experience managing humanitarian programs in complex environments.
- Experience working with government, INGOs, and NGOs.
- Strong understanding of sub-granting procedures and donor compliance requirements.
- Field experience in conflict-affected contexts, with a focus on IDPs and refugee programming.
- Proficiency in program management, budget oversight, and staff management.
- Knowledge of food security, livelihoods, WASH, health, and nutrition sectors.
- Excellent communication skills and ability to work remotely with diverse teams.
- Willingness to work in remote and challenging environments.

Living Conditions / Environmental Conditions
This position is based in Um Dukhun, Central Darfur, with up to 50% travel to support country programs, including travel to insecure locations. Housing is provided in shared accommodations, with limited medical services available.
