The Position
The Programme Coordinator: RM Partnerships is based in the Malawi Country Office (CO) and reports to the Representative. This role is pivotal in implementing the 9th Country Programme’s Integrated Resource Mobilization and Partnerships strategy, establishing effective partnerships, and supporting resource mobilization to enhance the visibility and awareness of UNFPA’s work in Malawi. The coordinator is responsible for effectively managing advocacy and partnership activities and ensuring maximum donor funding availability for the Country Office.

The Programme Coordinator: RM Partnerships will advance the ICPD policy agenda by developing strategic partnerships and mobilizing resources in a competitive environment shaped by global and national crises.
Job Purpose
The Programme Coordinator enhances the capacity to mobilize and secure social and political support for UNFPA’s work in Malawi, ensuring that partnerships are aligned with the ICPD Programme of Action and national development frameworks. The coordinator will work closely with program specialists to develop project proposals and concept notes for potential donor funding, ensuring synchronization and integration of various programmes within the Country Office.
You will be responsible for:
A. Strategic Partnerships, Policy, and Advocacy
- Support Positioning: Assist in positioning the ICPD Agenda and other UNFPA-related mandates through the identification and maintenance of strategic partnerships at national, regional, and global levels.
- Environmental Scanning: Monitor the national environment and its implications on UNFPA’s work in the country, focusing on the ICPD and relevant SDGs.
- Networking: Engage in national and subnational networks and partnerships to achieve the SDGs, including partnerships for blended financing.
- UN Coordination: Participate in the implementation of the UNSDCF partnership and resource mobilization working group.
- Event Coordination: Lead the preparation of events involving UNFPA champions and act as the primary liaison.
- Policy Influence: Under the guidance of senior management, identify and pursue opportunities for outreach, engagement, policy influence, and collaboration to ensure UNFPA’s interests are considered in relevant processes.
B. Partnerships and Resource Mobilization
- Strategy Implementation: Regularly update and monitor the implementation of the 9th Country Programme’s Integrated Resource Mobilization and Partnerships strategy.
- Resource Monitoring: Track the programme cycle and resource allocation, identifying areas needing additional resource mobilization.
- Donor Mapping: Conduct regular mapping of potential strategic partners and opportunities for resource mobilization and co-financing.
- Liaison with Donors: Maintain profiles of strategic donors and partners and liaise at various levels.
- Proposal Development: Coordinate the development of proposals for partnerships and funding with the Country Office Team.
- Policy Dialogue: Initiate policy dialogues and develop materials for public information, advocacy, and resource mobilization.
- Internal UN Funds: Ensure the Country Office targets internal UN funds to support programmes and conducts due diligence for new donors.
- Humanitarian Funding: Work closely with Programme Specialists to mobilize funds during humanitarian crises.

C. Innovation and Knowledge Management
- Foster Innovation: Encourage the exchange of innovative programmatic approaches and contribute to identifying and assessing innovations in technical and programme areas.
- Knowledge Management: Oversee knowledge management, including maintaining a repository of knowledge products and liaising with relevant staff.
- Documentation: Consolidate documentation on lessons learned and best practices, ensuring these are incorporated into UNFPA’s knowledge-sharing system.
- South-South Cooperation: Identify opportunities for South-South and triangular cooperation for knowledge exchange and funding.
General Support
- Team Support: Stand in for other Programme team members as needed and carry out any other duties as required by UNFPA leadership.
Qualifications and Experience
Education
- Master’s Degree: In political sciences, social policy, public health, social mobilization, business administration, international relations, or other related fields.
Knowledge and Experience
- Professional Experience: Minimum of 5 years in development, programme design, management, advocacy, and capacity development.
- Skills: Excellent interpersonal, communication, negotiation, and managerial skills; proactive and passionate about the issues.
- Resource Mobilization: Proven ability to develop and implement effective strategies and campaigns.
- Sector Experience: Significant experience in Humanitarian context, SRHR, Gender, Youth, etc.
- Project Management: Experience in managing large multi-sector programmes.
- Results-Based Programming: Strong knowledge of results-based programming and budgeting.
- UN System Knowledge: Thorough understanding of the UN system and UNFPA’s mandate, policies, and operations.
- Team Leadership: Demonstrated ability to work in and lead a team.

- English: Fluency in oral and written English is required.
- Other Languages: Working knowledge of another UN Official Language is an asset.
