Role Purpose

The Data and Statistics Consultant will support the Kosovo Agency of Statistics (KAS) and relevant ministries to enhance the quality of child rights data reporting. This role aims to improve data flow, coordination, and reporting on children’s rights in Kosovo.

Scope of Work

  1. Data Compilation and Collection
    • Update and validate the TransMonEE database and other child rights-related indicators for regional and global reporting.
  2. Improving Data Reporting Processes
    • Develop tools to streamline child protection data reporting between institutions.
  3. Expansion of Digitalized Indicators
    • Enhance the ASK data with digitalized indicators for children and expand the child-related dashboard on the status of children’s rights.
  4. Cross-Sectoral Coordination
    • Facilitate inter-agency discussions to improve data sharing and reporting between line ministries and KAS.
  5. Data Analysis and Advocacy
    • Analyze child-related data and develop advocacy reports on children’s rights, using various data sources including the 2024 census and Multiple Indicator Cluster Survey (MICS).

Work Assignments and Deliverables

  1. TransMonEE Data Compilation
    • Deliverable: Updated and validated TransMonEE database.
    • Timeline: July – September 2024 (20 days)
  2. Development of Data Reporting Tools
    • Deliverable: Endorsed data tools by line ministries and KAS.
    • Timeline: July – October 2024 (10 days)
  3. Expansion of Digitalized Indicators
    • Deliverable: Availability of child-related indicators in ASK data.
    • Timeline: July 2024 – January 2025 (20 days)
  4. Cross-Sectoral Meetings
    • Deliverable: Conducted inter-agency, cross-sectoral meetings.
    • Timeline: September 2024 – January 2025 (5 days)
  5. Data Analysis and Advocacy Report
    • Deliverable: Finalized analysis and advocacy reports on children’s rights.
    • Timeline: September 2024 – January 2025 (10 days)

Qualifications

  • Education: Master’s degree in Statistics, Social Science, or related field.
  • Experience: Minimum of 3 years (preferably 5 years) in statistics, data analysis, and policy development/implementation in Kosovo.
  • Skills:
    • Proficiency in computer software and data/statistics programs (e.g., Excel, Access, Power BI).
    • Experience drafting analytical reports, summarizing, and synthesizing data and arguments.
    • Familiarity with institutions at the central level in data analysis and strategic planning.
  • Other Competencies:
    • Excellent communication and interpersonal skills.
    • Proficiency in English (oral and written).
    • Ability to work in a multicultural environment.
