Role and Responsibilities

Strategic Direction of UNFPA Operations

  • Programme Delivery: Contribute to the delivery of the country programme, ensuring operations are effective, transparent, and compliant with policies, procedures, and rules.
  • Management Targets: Ensure annual and long-term management targets are met at both corporate and Country Office levels.
  • Operational Efficiency: Improve business management effectiveness, foster innovation, and promote operational excellence.
  • Knowledge Management: Drive knowledge management practices within the Country Office.
  • Capacity Building: Build staff capacity through coaching and mentoring on operations management and project implementation.

Day-to-Day Management of UNFPA Operations

  • Financial Management: Ensure the integrity of financial systems, review budget requirements, and ensure consistent application of rules and regulations.
  • Human Resources Management: Support recruitment and management of staff, provide direction and motivation, foster empowerment, and promote teamwork.
  • Performance Management: Supervise operations staff, supporting a culture of growth and development.
  • General Administration: Oversee travel, logistics, and premises management, establish work plans, and monitor achievement of results.
  • Procurement and Services: Ensure high-quality provision of procurement and project support services, and monitor service provider performance.
  • Financial Monitoring: Monitor financial exception reports and alert HQ to unusual transactions.

Support and Coordination of UNFPA’s Common Services

  • Policy Support and Advocacy: Provide policy support, guidance, and advocacy for the development and management of common services.
  • Common Services Management: Ensure common services and joint arrangements benefit UNFPA’s objectives.

Safety and Security of UNFPA Staff and Premises

  • Security Compliance: Drive compliance with UN Minimum Operating Security Standards (MOSS) and Minimum Operational Residential Security Standards (MORSS).
  • Security Management Team: Represent UNFPA in the Security Management Team and implement agreed security measures.

Partnership Building on Operational Issues

  • Inter-agency Collaboration: Represent UNFPA in inter-agency administrative meetings and promote cooperation on joint undertakings.
  • Enhancing Delivery Capacities: Identify new approaches to enhance delivery capacities, management, and cost-effectiveness.
  • Client-oriented Approach: Promote a client-oriented approach among operations staff.

Qualifications and Experience

Education

  • Required: Master’s Degree in Business Administration, Public Administration, Finance, Human Resources, Information Technology, or a related field.

Experience

  • Operational Management: At least seven (7) years of progressively responsible experience in operations management, ideally in an international organization or UN agency.
  • Strategic Planning: Demonstrated experience in strategic planning and operational management.
  • Leadership: Proven ability to lead and manage teams, with a focus on coaching and mentoring.
  • Financial and HR Management: Strong background in financial and human resources management.
  • Procurement and Logistics: Experience in overseeing procurement, logistics, and general administration.
  • Security Management: Familiarity with security management standards and practices.
