The primary objectives of this consultancy are to enhance understanding of the financial stresses posed by disasters on public finances, strengthen capacities for tracking disaster risk reduction (DRR) financing flows, assess gaps in public spending, and identify DRR financing needs. Additionally, the consultancy aims to increase investments into DRR from various sources, including public, private, and international entities. By achieving these outcomes, the project seeks to contribute to the overall goal of reducing disaster risks and enhancing resilience at both global and national levels.

Duties and Responsibilities:
Background:
The United Nations Office for Disaster Risk Reduction (UNDRR) is the lead UN agency responsible for coordinating efforts to reduce disaster risks worldwide. This consultancy will support the implementation of the DRR Financing Frameworks Initiative, focusing on Guatemala. The consultant will work closely with the Economic Affairs Officer and other stakeholders to conduct research and analysis on DRR financing.
Disaster Risk Reduction Financing Frameworks:
Investing in disaster risk reduction is crucial for building resilience and protecting sustainable development. However, financing remains a significant challenge in many countries. The Sendai Framework for Disaster Risk Reduction emphasizes the need to accelerate investments in DRR to mitigate the impacts of disasters. In response to this, UNDRR is committed to supporting countries in enhancing their DRR financing mechanisms.

Specific Activities:
- Conduct desk review and data analysis: The consultant will review existing information and analyze data to develop a comprehensive report on the economic impact of disasters in Guatemala. This will include an examination of the use of anticipatory action and associated financing, as well as an analysis of potential funding sources at the national and global levels.
- Conduct interviews and consultations: The consultant will conduct interviews, focus groups, and consultations to gather critical information on the DRR financing landscape in Guatemala. This will involve engaging with relevant stakeholders to understand current practices and identify areas for improvement.
- Support document preparation: The consultant will assist in preparing documents, reports, and presentations for DRR financing meetings, consultations, and workshops. This will involve organizing and collating information to support decision-making and planning.
- Organize workshops and meetings: The consultant will support the organization and logistics for workshops, meetings, and consultations related to the project. This will include coordinating venue bookings, arranging travel and accommodation, and ensuring that all necessary resources are available for successful events.
- Contribute to the development of a roadmap: The consultant will participate in discussions and provide input for the development of a roadmap to improve DRR financing in Guatemala. This will involve identifying priorities, setting objectives, and outlining strategies for enhancing financing mechanisms.
Qualifications/Special Skills:
- The consultant should hold a first-level university degree in Economics, Finance, Administration, Engineering, or a related field. A master’s degree in Economic Sciences, Statistics, Data Management, Disaster Risk Management, or a related area is desirable.
- At least three years of experience as a technical or research assistant and financial database management are required for this role.
- Experience in using database management tools and conducting economic analysis is essential.
- Knowledge of public finance, disaster risk reduction, or disaster risk management is desirable.
- Fluency in Spanish is required for this consultancy, while proficiency in English is desirable.
