Position Overview:
The Area Programme Manager (APM) role at the Norwegian Refugee Council (NRC) in Yola, Nigeria, entails overseeing a significant portion of NRC’s program in existing operational areas, particularly in the White Nile State, Sudan. The APM ensures strategic direction, quality assurance, and effective monitoring of NRC Sudan’s program in the Area Office. Additionally, the APM provides mentoring and capacity development for staff, ensures compliance with quality and standards, supports project managers, and contributes to new program development. This position involves representing NRC in relevant coordination forums and serving as a member of the Area Management Team.
Key Responsibilities:
- Programme Development:
- Conduct needs assessments to inform program design and advocacy efforts.
- Engage relevant stakeholders in project planning and implementation.
- Implement systems for program quality control, monitoring, and evaluation.
- Coordinate emergency preparedness and response activities.
- Promote integrated programming and self-reliance.
- Programme Management:
- Oversee effective management of programming, including reporting and budget oversight.
- Provide support and guidance to project managers/coordinators.
- Ensure timely updates on needs and trends to the Area Manager and Country Office.
- Support project-specific monitoring and evaluation roles.
- Facilitate cash- and voucher-based interventions.
- Logistics, Finance, and Human Resource Management:
- Ensure compliance with financial and logistical NRC systems and procedures.
- Develop procurement, recruitment, and spending plans in coordination with support colleagues.
- Plan program staff requirements and facilitate capacity development and training.
- Conduct performance management for direct reports.
- Coordination and Representation:
- Attend relevant cluster meetings and coordination fora.
- Conduct senior representation at state and locality levels.
- Implement communication plans and promote NRC’s activities within communities.
- Act as Acting Area Manager when required.

Candidate Requirements:
- At least four years of management experience in humanitarian or recovery contexts.
- Previous experience in complex and volatile contexts.
- Documented results related to the responsibilities of the position.
- Proficiency in English, both written and verbal.
- Computer literacy, especially in Microsoft Office applications.
- Knowledge of the context in Sudan is desirable.
- Experience in community-based and participatory program design and planning.
- Strong leadership, communication, and negotiation skills.
