Role and Responsibilities
Finance and Budget Management
- Budget Preparation and Monitoring: Prepare and monitor the administrative budget ensuring financial transactions comply with UNFPA rules and procedures.
- Internal Controls: Propose improvements to internal controls and efficiency, responding to audit issues.
- Compliance: Ensure full compliance with UNFPA financial rules, regulations, and policies, following up on audit recommendations.
- Business Process Mapping: Map SROC finance business processes and develop internal Standard Operating Procedures (SOPs).
- Cost Sharing and Trust Fund Agreements: Implement cost-sharing and trust fund agreements, supporting resource mobilization efforts.
- Audits: Facilitate HACT audits and other assurance activities, implementing follow-up actions.
- Cost Saving Strategies: Develop and implement cost-saving strategies in consultation with office management.
- Work Plans: Prepare results-oriented work plans for the administrative team.
- Systems Implementation: Implement corporate systems and applications in finance and human resource management, advising and training project staff.
Procurement
- Procurement Requests: Review and initiate procurement procedures for office and project equipment, supplies, and services.
- Transparency and Cost-Effectiveness: Ensure procurement decisions are transparent and cost-effective.
- Office Maintenance: Ensure the provision and maintenance of services and supplies, maintaining up-to-date inventory and records.
General Administrative Services
- Common System Activities: Prepare material for activities related to common services and premises, cost recovery, privileges, immunities, salary surveys, and security.
- Joint UN Networks: Participate in Joint UN Networks such as HACT, Finance, and facilitate the Business Operations Strategy (BOS) for Jamaica.
- Additional Duties: Carry out any other duties as required by UNFPA leadership.

Qualifications and Experience
Education
- Required: High School Diploma
- Desirable: University Degree in Business Administration and/or Finance
Experience
- Administrative and Financial Services: At least seven (7) years of relevant experience in administration, finance, or office management, preferably within an international organization or UN agency.
- UN Operational Rules and Regulations: Familiarity with UN Operational Rules and Regulations; direct working experience applying and handling these rules and regulations is a high advantage.
- ERP Systems: Good knowledge of relevant ERP systems will be an asset.
- MS Office Proficiency: Proficiency in current MS Office software applications and corporate IT systems.
Languages
- Required: Fluency in English.
- Desired: Working knowledge of French and/or Spanish.
