Org. Setting and Reporting
The Chief of Unit, Information Systems and Telecommunications reports to the Chief Field Technology Section. The incumbent provides specialist advice to Senior Management on strategy development and management of communications and IT strategies, policies, and procedures. The role involves overseeing major communications and IT systems projects, managing the unit’s work program, and providing substantive input for intergovernmental bodies.
Responsibilities
Management and Coordination:
- Oversee the Unit responsible for Telecommunications and Information Systems services, including voice, video, data, and other related systems.
- Supervise sub-unit supervisors and provide overall supervision for all staff in the unit.
- Manage maintenance and repair programs for telecommunications and IT systems, networks, and equipment.
- Establish performance standards and recommend corrective measures to improve quality and performance.
Project Management:
- Coordinate preparation of RFPs, technical specifications, and statements of work for telecommunications and IT acquisitions.
- Perform technical evaluations of bids and proposals.
- Coordinate with OICT, UNHQ, GSC, UNLB, UNSBV, and other field missions on CITS support.
- Act as a focal point for inter-agency emergency field security telecommunications.
Collaboration and Budget Management:
- Ensure effective coordination with UN agencies to maximize interagency collaboration in telecommunications and IT.
- Coordinate preparation of annual cost estimates and budget proposals for the liquidation entity’s telecommunications and IT services.
- Manage and control the budget upon approval.
Data Analysis and Reporting:
- Collect and analyze data to identify trends and provide insights using data visualization methods.
- Document requirements and background information used for data analysis.
- Provide substantive input for position papers and reports for intergovernmental bodies.

Education
- High school diploma or equivalent is required.
- Certifications in relevant areas of Information Systems or Telecommunications are desirable.
Work Experience
- Minimum 12 years of progressively responsible experience in information and telecommunications systems or related areas. (7 years for candidates with a first-level university degree).
- Experience with Camp Surveillance and Camp Protection Systems is required.
- Two years of experience in a UN field operation or comparable international organization is desirable.
- Experience in budget, staffing, performance management, and reporting is desirable.
- Two years of experience in data analytics or related area is desirable.
