Organizational Setting and Reporting
The position is within the Human Rights Service of UNAMA. The Human Rights Officer will be based in Kabul, a non-family duty station, and will report to the Human Rights Officer/Team Leader, under the guidance of the Senior Human Rights Officer and the direction of the Chief, Human Rights Service.
Responsibilities
Under delegated authority and supervision, the Human Rights Officer will:
- Leadership and Management: Support the Team Leader in managing and implementing human rights work and team member oversight.
- Coordination: Assist in planning and coordinating activities related to the thematic mandate of the UNAMA Human Rights Service from a gender perspective, including protection of civilians, women’s and children’s rights, prevention of torture, and other vulnerable groups’ rights.
- Research and Analysis: Conduct research and analysis of human rights issues based on field monitoring and assess their impact on human rights and gender equality.
- Data Collection: Collect and analyze human rights data, including gender-specific indicators.
- Initiatives Development: Contribute to initiatives that address human rights violations and abuses and formulate recommendations and strategies to protect human rights.
- Integration: Ensure the integration of human rights considerations into UNAMA’s and other UN bodies’ work and programmes.
- Follow-Up: Follow up on reported human rights violations, ensuring accurate data entry and quality assurance.
- Information Sharing: Plan and coordinate data collection, analysis, and report preparation for information sharing and decision-making.
- Advocacy and Engagement: Organize meetings with de facto authorities for advocacy and monitoring purposes and conduct visits to detention facilities to engage on human rights issues.
- Awareness Raising: Conduct discussions with de facto authorities on international human rights standards.
- Reporting: Draft reports, briefings, and other communications on human rights matters.
- Representation: Represent the UNAMA Human Rights Service at meetings and thematic events.
- Other Duties: Perform other related duties as required and serve as Officer-in-Charge in the Team Leader’s absence.

Education
- Required: Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences, humanities, or a related field.
- Acceptable: First-level university degree with two additional years of qualifying work experience.
Work Experience
- Required: Minimum of five years of progressively responsible experience in human rights issues, including protection of civilians, violence against women, child protection, detention monitoring, and other related areas.
- Specific Experience: At least two years in a UN peace operation or international organization in conflict/post-conflict settings, and at least two years in leading and supervising multicultural teams.
- Desirable: Experience in human rights case management, data analytics, and reporting, and previous experience in Afghanistan.
Languages
- Required: Fluency in oral and written English.
- Desirable: Knowledge of Pashto and Dari.
Assessment
Evaluation may include an assessment exercise.
