Key End-Results Expected:
- Integrated Monitoring, Evaluation & Research Planning (IMEP):
- The officer will help develop an Integrated Monitoring, Evaluation, and Research Plan (IMEP) that aligns with UNICEF’s strategic priorities and the country’s needs.
- They’ll assist in establishing major research, monitoring, and evaluation activities, ensuring they’re reflected in the UNICEF Country Office’s plans and contribute to UNDAF (United Nations Development Assistance Framework) M&E Plans.
- Participation in management studies and thematic/strategic evaluations will be supported to enhance developmental and organizational effectiveness.
- Situation Monitoring and Assessment:
- The officer will ensure the timely and accurate measurement of changes in the country’s conditions, including socio-economic trends and policy contexts.
- Collaboration with national partners will facilitate the use of up-to-date information for various reports and planning processes, including Situation Analysis and Early Warning Systems.
- Programme Performance Monitoring:
- They’ll play a vital role in identifying and tracking program performance indicators, ensuring that monitoring systems are in place and delivering quality data.
- Regular reporting to the Country Management Team will provide insights for decision-making and adjustment of program strategies as needed.
- Evaluation:
- The officer will support the design and execution of evaluations, ensuring they meet quality standards and provide actionable insights.
- Dissemination of evaluation findings to stakeholders and integration of recommendations into program planning and implementation processes will be a key responsibility.
- M&E Capacity Building:
- Strengthening the monitoring and evaluation capacities of both UNICEF staff and national partners will be a priority, ensuring they can effectively engage in these processes.
- This involves developing capacity-building strategies, facilitating training sessions, and promoting access to relevant learning resources.
- Communication and Partnerships:
- Facilitating effective communication and collaboration among internal and external stakeholders will be essential.
- The officer will work to ensure that research, monitoring, and evaluation activities are well-coordinated and contribute to broader program goals and partnerships.

Qualifications and Requirements:
Education:
- A university degree in social sciences, development planning, planning, evaluation, survey implementation, or advanced statistical research.
Work Experience:
- At least one year of relevant professional work experience, including fieldwork.
- Exposure to emergency programming, with involvement in a humanitarian crisis response program preferred.
Language Requirements:
- Fluent proficiency in both Spanish and English.
Skills: Technical Knowledge
a) Specific Technical Knowledge Required:
- Understanding of Project and Activity Evaluation.
- Proficiency in Data Collection techniques.
- Expertise in Evaluation Process Management, including the follow-up on recommendations and dissemination of Monitoring & Evaluation (M&E) results.
b) Common Technical Knowledge Required:
- Professional proficiency in demography, statistics, and data management.
- Familiarity with Methodology of M&E, including theories, standards, models, and both quantitative and qualitative methods.
- Knowledge of Activity Monitoring & Evaluation, Evaluation Design, data analysis, and reporting.
- Awareness of gender equality and diversity issues.
c) Technical Knowledge to be Acquired/Enhanced:
- Further understanding of best practices, lessons learned, and effective communication strategies.
- Familiarity with UNICEF’s policies and procedures for programming, monitoring, and evaluation guidelines.
- Stay updated on the latest program monitoring and evaluation theory, methodology, technology, and tools.
- Understanding of the UN Mission and system, including the International Code of Conduct.
- Adherence to UNICEF’s Mission Statement and observance of UNICEF Guiding Principles.
- Insight into UNICEF’s strategic framework for partnerships and collaborative relationships.
