Job Description

Overview: The Programme Specialist will report to the MNH team lead/Maternal and Newborn Health Thematic Fund (MHTF) Coordinator, under the Chief of the Sexual and Reproductive Health and Rights Branch in the Programme Division.

Responsibilities:

  • Provide strategic technical support for Sexual and Reproductive Health and Rights (SRHR) and Maternal and Newborn Health (MNH), with a focus on Universal Health Coverage (UHC), health systems strengthening, Primary Health Care (PHC), and health policy.
  • Influence the substantive research agenda, advise on priorities, and maintain technical partnerships to ensure the integration of SRHR/MNH within the broader global development agenda.
  • Lead UNFPA’s work on health systems reorientation to expand coverage and enhance quality of care for Emergency Obstetric and Newborn Care (EmONC) and referral systems.
  • Strengthen integration of maternal and newborn health services with other SRH components as well as Non-Communicable Diseases (NCDs).
  • Establish operational guidance aligned with UNFPA’s strategic plan targets and indicators, ensuring effective monitoring and evaluation of programme outcomes.
  • Develop knowledge base and coordinate capacity-building activities for UNFPA staff and partners, focusing on UHC, PHC, and health systems strengthening.
  • Lead the analysis of trends and research findings, contribute to evidence-based programming, and represent UNFPA in technical meetings, conferences, and policy dialogues.

Qualifications and Experience

  • Education: Advanced university degree in public health, health systems strengthening, health financing, or a related field with a particular focus on SRHR/MNH.
  • Experience: At least 7 years of relevant experience in maternal and newborn health, medicine, nursing, midwifery, public health, or other related areas. Strong track record of technical capacity and results is essential.
  • Languages: Fluency in English is required. Working knowledge of French or another UN language is considered an asset.
