Our 2022-25 Country Programme aims to empower all children in Oman to realize their rights, participate equitably, and contribute to a knowledge-based society and competitive economy.

Responsibilities:

As a Program Manager at UNICEF, you will hold a critical role in shaping the future of children in Oman through strategic program management and advocacy. Your responsibilities will encompass a wide array of tasks aimed at advancing the rights, well-being, and opportunities of every child. Here’s a detailed breakdown of your key duties:

  1. Enhancing Data and Research on Child-Related Issues:
    • Oversee the collection, analysis, and presentation of data related to children, ensuring its accessibility and usability for policy and program decision-making.
    • Strengthen national capacity in data collection and analysis, fostering a culture of evidence-based policymaking.
    • Contribute to the preparation of comprehensive Situation Analyses to inform program development and planning.
  2. Strengthening Social Protection Coverage and Impact for Children:
    • Develop and implement social protection policies and programs aimed at increasing coverage and impact on children, especially the most marginalized.
    • Generate evidence to support social protection initiatives and advocate for their integration into national policies and programs.
    • Provide technical support to partners in improving the design and implementation of social protection systems, ensuring equitable access for all children.
  3. Managing UNICEF Programs Effectively and Efficiently:
    • Lead the planning, implementation, and monitoring of UNICEF programs in Oman, ensuring alignment with the Country Programme Document and Management Plan.
    • Coordinate technical support across various sectors, including child protection, social protection, public finance, education, health, and climate change.
    • Conduct risk analysis and mitigation strategies to ensure program success and sustainability.
  4. Advocating for Children’s Rights and Building Partnerships:
    • Utilize data and evidence to advocate for children’s rights and influence policy and decision-making processes at national and local levels.
    • Establish and maintain effective partnerships with government entities, donors, NGOs, civil society organizations, and other UN agencies to advance children’s rights and well-being.
    • Promote awareness and capacity building among partners, fostering collaboration and collective action for children’s rights.
  5. Improving the Use of Public Financial Resources for Children:
    • Conduct sector diagnosis, fiscal space analysis, and budget analysis to inform advocacy efforts and support resource allocation for essential services for children.
    • Build capacity among government counterparts and partners to enhance monitoring and tracking of public expenditure, ensuring transparency and accountability.
    • Collaborate with central and local authorities to improve policies, planning, and budgeting processes, aligning investments with the needs of children and communities.

Requirements:

To excel in the role of Program Manager at UNICEF Oman, you should meet the following criteria:

  1. Advanced Degree: Possess an advanced university degree in Economics, Political Science, Public Policy/Administration, Social Sciences, International Relations, or a related technical field. Your educational background should equip you with the analytical skills and knowledge necessary to address complex social issues affecting children.
  2. Professional Experience: Demonstrate a minimum of eight years of relevant professional experience in planning and implementing programs, preferably in the field of child rights, social policy, or international development. Your extensive experience should include managing projects across multiple countries, with a proven track record of achieving measurable impact.
  3. Language Proficiency: Exhibit fluency in English, both written and verbal, as it is the primary working language at UNICEF. Proficiency in spoken Arabic is highly desirable, while the ability to read and write in Arabic is considered an asset. Effective communication skills in both languages will enable you to engage with diverse stakeholders and advocate for children’s rights effectively.
  4. Social Policy Expertise: Possess experience or expertise in social policy development and advocacy, with a strong understanding of the socio-economic factors influencing child well-being. Your background in social policy will enable you to analyze complex issues, identify evidence-based solutions, and advocate for policy changes that benefit children and their families.
  5. Advocacy Skills: Demonstrate a passion for advocating for children’s rights and an understanding of the importance of influencing policy decisions to create positive change. Experience in advocacy campaigns, policy analysis, or engagement with government stakeholders will be advantageous in fulfilling the advocacy component of the role.
