About the Role:
The Logistics and Procurement Officer will play a vital role in supporting an 18-month project aimed at empowering local government units (LGUs) and communities in disaster risk reduction and preparedness in Samar. The role involves providing administrative, procurement, logistics, and asset management services to ensure the smooth implementation of the project.

Key Responsibilities:
- Market Research and Supplier Management:
- Conduct thorough market research to identify potential suppliers and obtain competitive pricing.
- Regularly update supplier databases with relevant information and ensure accuracy.
- Engage in price negotiations and maintain strong relationships with suppliers to secure favorable terms.
- Procurement Coordination:
- Prepare detailed purchase orders in accordance with organizational and donor guidelines.
- Facilitate bidding processes for goods and services, ensuring transparency and compliance with procurement regulations.
- Collaborate closely with relevant stakeholders to streamline procurement procedures and expedite the acquisition of necessary resources.
- Compliance and Safeguarding:
- Manage procurement processes with strict adherence to organizational safeguarding policies and procedures.
- Ensure that all procurement activities are conducted ethically, transparently, and in compliance with relevant regulations and standards.
- Supplier Relations and Inventory Management:
- Act as the primary point of contact for suppliers, addressing inquiries, resolving issues, and fostering positive relationships.
- Receive and inspect purchased items to verify quality and accuracy, coordinating timely deliveries and managing inventory levels.
- Oversee the issuance of procured items, maintaining meticulous records to track usage and expenditures.
- Administrative Support:
- Facilitate travel arrangements for staff members, including booking accommodations, transportation, and other logistical arrangements.
- Manage mail distribution within the organization, ensuring prompt and efficient delivery of correspondence.
- Coordinate document reproduction and dissemination, maintaining confidentiality and accuracy in handling sensitive information.
- Asset Inventory and Disposal:
- Establish and maintain a comprehensive fixed asset inventory system, recording acquisitions, disposals, and depreciation.
- Conduct regular physical inventories to verify the existence and condition of assets, reconciling discrepancies and updating records accordingly.
- Assist with the proper disposal of assets, ensuring compliance with relevant policies and regulations governing asset management and disposal procedures.
Qualifications:
- Educational Background:
- Bachelor’s degree in Business Administration, Commerce, or a closely related field, providing a solid foundation in procurement, logistics, and business management principles.
- Specialized Training:
- Completion of trainings in records management, asset management, and basic computer operations (MS Office and email) is essential to effectively perform duties related to procurement and asset tracking.
- Professional Experience:
- Possess a minimum of 3 years of relevant experience in procurement, logistics, asset management, and/or records management, demonstrating proficiency in managing procurement processes and maintaining accurate records.
- Driver’s License and Vehicle Operation:
- Preferred experience in driving a four-wheel drive vehicle and holding a valid driver’s license, as occasional fieldwork may be required. This capability ensures flexibility in transportation and supports efficient project operations.
